Paderne de Allariz aproba un suplemento de crédito de 106.000 euros

The Plenary of the City Council of Paderne de Allariz has initially approved a credit modification file for the amount of 106,000.00 euros, in the form of a credit supplement financed by the liquid Treasury surplus for general expenses. The agreement was adopted in an extraordinary session held last Friday and is published in the Official Gazette of the Province of Ourense on October 28, 2026, in section IV, Local Entities, under reference R. 2.585.

The processing corresponds to file number 1026/2026 and is carried out under article 177.2, in relation to article 169.1, of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local finances. The announcement is electronically signed by the mayor, Manuel Pérez Nóvoa.

Treasury surplus for general expenses

The credit supplement is increased by charging the liquid Treasury surplus, that is, with the part of the accumulated resources from the previous budget that was not executed and which the corporation now allocates to cover current expenditure needs. The chosen modality, the credit supplement, is used when it is necessary to reinforce existing budgetary applications that prove insufficient.

The file does not detail the breakdown by items in the announcement: the complete information must be consulted at the municipal offices during the exhibition period. A summary by chapters of income and expenses will be published in due course, once the modification is definitively approved.

Fifteen business days to appeal

The procedure now requires the opening of a public information period, which is structured with the following conditions:

  • Deadline: fifteen (15) business days, counted from the day following the publication of the announcement in the BOP.
  • Publicity channels: the Official Gazette of the Province of Ourense itself and the notice board of the City Council of Paderne de Allariz.
  • Place of consultation: municipal offices, where interested parties can examine the complete file.
  • Form of presentation: claims addressed to the Plenary of the corporation.
  • Effect of lack of appeals: the initial approval agreement is understood to be definitively approved without the need for a new explicit agreement, according to article 169.1 in fine of the revised text.

From that moment, the entry into force is conditional on the publication of the summary by chapters in the provincial gazette.

Municipal financing without new debt

The operation does not imply an increase in municipal indebtedness, but rather a redistribution of own resources already liquidated. Supplements financed with Treasury surplus are a common instrument in the province’s councils at this point of the fiscal year, when the closing of the previous year is known and the available financing capacity is verified.

During the same period, other municipalities in Ourense have similar files in process through similar channels and deadlines, although with very disparate amounts. The Celanova City Council, for example, initially approved a supplement of 313,000.00 euros on October 7 (file MC SU 21/2026), published in the BOP on October 19, while the Montederramo City Council processed a file for 5,000.00 euros and the Parada de Sil City Council, one for 6,500.00 euros, both charged to the same source of financing.

In the case of Paderne de Allariz, municipal life was completed this same week with another publication in the bulletin: the call for grants for neighborhood associations for the 2026 financial year, endowed with 3,250.00 euros, at a rate of 250 euros per entity and with a forecast of thirteen beneficiary associations.

A decision that is still reversible

The relevance of the announcement for the residents lies in the fact that the plenary agreement is not yet final. Until fifteen business days have passed, any legitimate person may examine the file and present claims before the Plenary, which would force a new pronouncement from the corporation.

If there are no challenges, the 106,000 euro supplement will be automatically approved and the council will be able to execute the planned expenses. Otherwise, the file must be expressly resolved before continuing its processing.
