Páramo del Sil announces a competitive examination to establish its pool of C1 Administrative staff
Por FactBox Admin

The City Council of Páramo del Sil has announced an open competitive examination (concurso-oposición) to establish a job bank for Administrative Staff C1 to cover interim civil servant appointments in the municipality. The rules of the process are published in the Official Gazette of the Province of León no. 209, dated November 4, 2026, with the official reference BOP-LE-2026-209007, and the deadline for submitting applications is set at ten calendar days starting from the day following said publication. The call is declared urgent due to the pressing need for general administration staff within the corporation.
The rules, signed by the Mayor-President Alicia García Tejón, regulate the formation of a pool consisting of those who pass the tests, ordered according to the highest score obtained in the process. The announced position has the following characteristics:
- Designation: Administrative Staff
- Scale: General Administration, administrative sub-scale
- Group and subgroup: C1
- Selection system: open competitive examination
- Nature: interim civil servant
- Required qualification: Bachiller degree, Higher Vocational Training degree (Ciclo Formativo de grado superior), or equivalent
Applicants must meet the requirements of Article 56 of the revised text of the Law of the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30: Spanish nationality, functional capacity, having reached sixteen years of age and not exceeding the compulsory retirement age, not being disqualified or dismissed through disciplinary proceedings, and possessing the required qualification, all as of the final day of the application period. The City Council justifies the urgent processing under Article 33 of Law 39/2015, of October 1, and announces that the full rules will be displayed on the municipal electronic office and on the notice board.
20-euro fee and ten days to submit the application
Applications, formalized using the Annex I model, shall be addressed to the Mayor-President and submitted to the General Electronic Registry of the City Council, the General Registry located at Plaza del Ayuntamiento number 1 from 10:00 to 14:00 hours, or by any of the means specified in Article 16.4 of Law 39/2015. The following must be attached to the application:
- Receipt of payment of 20.00 euros for examination fees, in accordance with tax ordinance number 11, via transfer to account ES54 2103 4251 41 0032024071, indicating DNI, first name, surnames, and selection process
- Copy of the National Identity Document (DNI)
- Copy of the Bachiller degree, Higher Degree, or official equivalent qualification
- Completed Annex II
The payment of the fee must be made within the application period, and failure to do so is non-remediable, unless proof of payment is provided. Once the deadline has expired, the Mayor’s Office will issue a resolution with the provisional list of admitted and excluded candidates, with five calendar days for claims and corrections.
Two eliminatory exercises and forty merit points
The competitive examination phase, which is prior and eliminatory, is worth 60 points and consists of two tests. The first is a multiple-choice questionnaire of 50 questions with four alternative answers, five of which are reserve questions, based on the syllabus of Annex III; it is graded out of 30 points with a minimum of 15, and each error subtracts one-third of the value of a correct answer. The second, accessible only to those who pass the first, consists of the resolution of one to four practical cases regarding Administrative functions, also worth 30 points with a minimum of 15.
The merit phase, which is non-eliminatory, provides 40 points:
- Seniority, up to 25 points: 0.20 points per full month in the C1 administrative subscale and 0.10 points per month in another general administration subscale
- Training, up to 15 points: 1.5 points per official higher degree other than the one required, with a maximum of 3, and up to 10 points for courses, with values from 1.00 to 2.00 points depending on their duration
Ties are resolved by the score in the competitive examination, professional experience, other degrees, and complementary training, and as a last resort by draw. The qualifying tribunal will be a collegiate body, with a minimum of five members—president, three members, and secretary—and a predominantly technical composition.
A pool valid for three years and telephone calls
Once the pool is established by resolution of the competent body, the personnel department will make calls in order of score via telephone communication and, if not possible, by email; after 24 hours without reliable acceptance, the applicant moves to the last place on the list. Resignation or failure to complete the appointment results in moving to the last position, and a second resignation leads to definitive exclusion, while unjustified abandonment of service implies automatic removal. The pool will have a validity of three years, expressly extendable, and those who have been appointed as interim staff recover their place upon completion of the appointment.
The call for applications and its bases exhaust the administrative route and may be challenged by means of an appeal for reversal within one month before the Mayor’s Office or a contentious-administrative appeal within two months before the Contentious-Administrative Court of León.
The call opens a pathway to local public employment in the Bierzo region for those with a High School diploma or a Higher Level Vocational Training qualification, and will allow the City Council of Páramo del Sil to have an ordered substitution list for the next three years. The margin is tight: those wishing to apply for the pool must gather the documentation and pay the fee in barely ten calendar days from the publication in the provincial bulletin.
