Oviedo announces seven vacancies for firefighter-driver via open competitive examination

The Oviedo City Council has announced seven vacancies for Specialist Driver Technical Agent for the Fire and Rescue Service (SEIS) via open competitive examination. The specific rules, approved by Mayoral Resolution number 2026/12996, dated July 29, 2026, are published in the Official Gazette of the Principality of Asturias (BOPA) No. 180, dated September 17, 2026, Section IV, Local Administration (Code 2026-07491). The application period will be 20 calendar days starting from the business day following the publication of the call announcement in the Official State Gazette.

Distribution of vacancies and administrative classification

The seven vacancies are split across two public employment budget years: two correspond to the 2025 Public Employment Offer and five to the 2026 Public Employment Offer. The position is classified under Group C, Subgroup C1, in accordance with Article 76 of Legislative Royal Decree 5/2015, of October 30, within the Special Administration Scale, Special Services Subscale, class Fire and Rescue Service.

The process is governed by these specific rules and, for anything not provided herein, by the General Rules for personnel selection of the Oviedo City Council (BOPA No. 39, of February 16, 2018), as amended by the agreement of the Governing Board on June 15, 2018 (BOPA No. 177, of July 31, 2018). The number of vacancies may be increased, by resolution of the Department of Interior, by an equal number of vacancies that occur in the category prior to the appointment proposals.

Requirements and submission of applications

  • High School Diploma (Bachiller) or Technical degree, or be in a position to obtain it by the closing date.
  • Class C + E driver’s license, a requirement that will be applied during the documentation period following the appointment proposal.
  • Functional capacity accredited by a medical certificate on an official form, strictly adhering to the text required in the rules.
  • Participation fees of 14.44 euros, to be deposited into the Unicaja Banco account with IBAN ES30 2103 7395 0400 3004 6680.
  • Subjective exemptions provided for in Article 4 of Fiscal Ordinance No. 100, fee for the issuance of administrative documents.

Four eliminatory exercises

The first exercise is a knowledge test with two sections: a questionnaire of 100 multiple-choice questions plus 10 reserve questions, with 1 hour and 40 minutes, and the resolution of problems or essay questions, with 1 hour. A minimum of 5 points in each section is required.

The second exercise combines physical fitness and work tests. The third consists of a practical mechanics and workshop test, graded as pass or fail. The fourth evaluates psychosocial aptitudes—psychotechnical test, personality tests, and personal interview—with the assistance of expert collaborating technical staff from the University of Oviedo. The final grade is obtained on a scale of 0 to 20 points.

Physical Scales and Work Tests

  • Balance beam: three laps in a maximum of 35 seconds.
  • Smooth rope climb: 5 meters for men and 4 for women, in 10 seconds.
  • Long jump: minimum of 2.40 meters for men and 2 meters for women.
  • 200-meter sprint: 28 seconds (men) and 31 seconds (women).
  • 1,500-meter run: 5 minutes 15 seconds and 6 minutes 25 seconds, respectively.
  • Combined aquatic test: 25 meters of diving plus 75 meters of swimming, with a limit of 1:40.0 for men and 1:50.0 for women.
  • Maneuver tower: four ascents and descents carrying two 13-kilogram canisters.
  • Shoveling: moving 0.6 cubic meters of sand in a maximum of 5 minutes.
  • Vertigo: ascent and descent of the AEA Magirus-Iveco DLK 37 Vario CC turntable ladder to approximately 30 meters in height and 65 degrees of inclination.

The syllabus comprises 12 general topics and 31 specific topics, with recommended bibliography including manuals from the Provincial Firefighters Consortium of Guadalajara (CEIS Guadalajara) and the 2025 European Resuscitation Council guidelines. The edict was signed in Oviedo on September 3, 2026, by the Councilor for Personnel Government.

The call for applications reinforces the municipal fire extinguishing service staff with stable public employment and opens an access route without prior experience for those who meet the demanding physical and qualification requirements. Applicants must monitor the publication of the announcement in the BOE, as the 20-calendar-day period to submit the application begins on that day.
