Oviedo abre el periodo de alegaciones a las ordenanzas fiscales de 2027

The Oviedo City Council has provisionally approved the modification of its ordinances regarding taxes, public prices, and non-tax public patrimonial benefits for the year 2027. The agreement was adopted by the municipal Plenary in an ordinary session held on October 8, 2026, and is published in the Official Gazette of the Principality of Asturias (BOPA) no. 200, of October 15, 2026, under official reference 2026-08308. Interested parties have a period of thirty days from the date of publication to examine the file and submit any claims they deem appropriate.

The announcement is part of the approval procedure for local tax ordinances and is governed by Article 17 of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, as well as Articles 49 and 70 of Law 7/1985, of April 2, regulating the Bases of Local Regime. The summary file may be consulted on the municipal website, http://www.oviedo.es/, during the same thirty-day period of public exhibition.

The text is signed by the Government Councilor for Economy, Digital Transformation, and Social Policies, by virtue of the delegation carried out by Mayor’s Office resolution no. 2023/9521, of June 19.

Fees and taxes being modified

The proposal affects three municipal tax categories:

  • Tax Ordinance no. 121, regulating fees for the private use or special exploitation of the local public domain for profit-making purposes.
  • Tax Ordinance no. 123, regulating fees for the parking of mechanically propelled vehicles on municipal public roads.
  • Tax Ordinance no. 403, regulating the tax on constructions, installations, and works (ICO).

Public prices for municipal services

The agreement also revises four ordinances regulating public prices for the provision of services:

  • Ordinance no. 300, for the provision of services in cultural facilities.
  • Ordinance no. 304, for the provision of home help and home telecare services.
  • Ordinance no. 307, for the provision of services in municipal sports and recreation facilities.
  • Ordinance no. 311, for services provided at the Exhibitions and Congress Palace.

Patrimonial benefits and road classification

The package is completed with non-tax public patrimonial benefits and the organization of public roads:

  • Ordinance No. 501, regarding the municipal cemetery service.
  • Ordinance No. 502, regarding sewerage services and direct discharge of wastewater.
  • Ordinance No. 503, regarding the drinking water supply service.
  • Classification of public roads by categories for the purposes of municipal taxes and public prices.

The publication is made “for general knowledge,” so that any person may examine the file and submit allegations before the final approval of the texts.

The revision of these ordinances affects the collection of local taxes and the cost of everyday services for the residents of Oviedo: from public street parking and the construction tax to home care, telecare, cultural and sports facilities, the cemetery, or water and sewerage. The thirty-day period opened with this publication is the only formal window for taxpayers and users to submit claims before the new rates come into effect in 2027.
