Ourol charges 31,894 euros for water and waste from the third quarter
Por FactBox Admin

The Ourol City Council has set at 31,894.18 euros the joint amount of the water and waste collection tax rolls corresponding to the third quarter of 2026, which taxpayers must pay between December 1, 2026, and February 1, 2027. The approval was formalized through two Mayoral decrees dated October 21, 2026, and the announcement is published in the Official Gazette of the Province of Lugo no. 251, dated November 2, 2026, with reference R. 2968. The publication serves as a collective notification for all those obliged to pay.
The issuing body is the Mayor’s Office of the council, headed by José Luis Pajón Camba; the announcement is dated Ourol, October 22, 2026. The action is based on article 102.3 of the General Tax Law 58/2003, of December 17, which allows for the collective notification of tax rolls via an announcement in the provincial gazette. Once the public exhibition process is completed without claims, the tax rolls are considered final.
Two receipts approved by decree
The corporation approved each of the taxes separately, with a specific Mayoral decree for each service:
- Mayoral Decree 2026-0289, of October 21, 2026: tax roll for the waste collection tax for the 3rd quarter of 2026, for the amount of 24,359.23 euros.
- Mayoral Decree 2026-0288, of October 21, 2026: tax roll for the water tax for the 3rd quarter of 2026, for the amount of 7,534.95 euros.
Waste, therefore, accounts for nearly 76% of the approved tax debt, while water represents the remaining 24%. The sum of the two tax rolls reaches 31,894.18 euros.
Voluntary payment until February 1
The collection announcement sets the payment conditions, in accordance with articles 24 and 25 of the General Collection Regulations approved by Royal Decree 939/2005, of July 29:
- Voluntary payment period: two months, from December 1, 2026, to February 1, 2027, both inclusive.
- Taxpayers with direct debit: receipts will be charged to the corresponding bank accounts.
- Other taxpayers: receipts are available at the municipal offices to make the payment.
- Water canon of the Xunta de Galicia: failure to pay voluntarily will be demanded directly through the enforcement process via the Ministry of Finance.
After the voluntary period has elapsed, the executive period begins, with the demand for late-payment interest and the surcharges provided for in articles 26 and 28 of Law 58/2003, as well as, if applicable, the costs of the enforcement procedure. The surcharge is 5 per 100 when the debt is satisfied in full before the notification of the payment order to the debtor.
Fifteen days to examine the tax rolls
Interested parties have a period of 15 business days from the publication of the announcement in the provincial bulletin to examine the registers and submit any claims they deem appropriate. Once this period has passed without objections, the registers shall be declared final.
An appeal for reversal (recurso de reposición) may be filed against the registers before the body that approved them, within one month starting from the day following the end of the voluntary payment period. An administrative-law appeal (recurso contencioso-administrativo) may be filed against the express or presumed resolution of said appeal, in accordance with the form and deadlines of the law regulating that jurisdiction. Furthermore, the repercussion of the water canon may be subject to an economic-administrative claim before the economic-administrative body of the Autonomous Community of Galicia, within one month from the date the notification is understood to have been produced.
Impact for residents
The publication affects all taxpayers registered in the municipal water supply and waste collection services of Ourol, who have these two months—coinciding with the Christmas period—as the only window to pay without surcharges. Those who do not have a direct debit set up must collect the bill at the municipal offices, and anyone paying after February 1, 2027, will face interest and a minimum surcharge of 5%.
