Ourol amplía o orzamento de 2026 con 107.320 euros do remanente

The Ourol City Council has expanded the 2026 budget by 107,320.32 euros coming from the Net Treasury Surplus, according to the summary by chapters published in the Official Gazette of the Province of Lugo no. 248, of October 29, 2026 (R. 2952). The operation is structured into two files: 2/2026, for a credit supplement charged to the surplus, and 1/2026, for a credit transfer between applications of different expenditure areas. The announcement bears the signature of the mayor-president, José Luis Pajón Camba, and is dated in Ourol on October 26, 2026.

The text is published in compliance with article 169.3 of the Revised Text of the Law regulating local finances, approved by Royal Legislative Decree 2/2004, of March 5, which requires the publication of the summary by chapters once modifications to the current budget have been incorporated. The process began on September 28, 2026, when the municipal Plenary, in an extraordinary session, initially approved the two files. These were open to the public at the council Secretariat for fifteen business days, a period announced in the BOP no. 225, of October 1, 2026, and as no claims were filed, they became final.

Real investments, the main destination of the funds

Chapter 6, Real Investments, concentrates the largest increase: it goes from 135,687.36 to 202,917.74 euros, meaning nearly 50% more investment capacity. In absolute terms, the modification of this chapter is 67,230.38 euros, more than half of the total incorporated into the budget.

The rest of the surplus money is divided between current expenditure and personnel. The published extract only includes the state of expenditures, without breaking down the specific projects to which the investments will be allocated.

Table of expenditures by chapters

The official summary details the situation of each chapter before and after the modification:

  • Chapter 1, Personnel expenses: from 1,160,508.91 to 1,164,698.85 euros (+4,189.94).
  • Chapter 2, Current expenses in goods and services: from 615,353.73 to 643,853.73 euros (+28,500.00).
  • Chapter 3, Financial expenses: no variation, 0.00 euros.
  • Chapter 4, Current transfers: from 58,450.00 to 55,850.00 euros (−2,600.00).
  • Chapter 6, Real investments: from 135,687.36 to 202,917.74 euros (+67,230.38).
  • Chapters 7, 8 and 9 (capital transfers, financial assets and financial liabilities): 0.00 euros.

Along with these figures, the announcement sets two global amounts: 107,320.32 euros for modifications charged to the Net Treasury Surplus and 10,000.00 euros in modifications between budgetary applications belonging to different expenditure areas.

Final approval and appeal process

According to article 177.2 of the Real Decreto Lexislativo 2/2004, of March 5, in relation to article 169, a contentious-administrative appeal may be filed directly against the file within a period of two months counted from the day following the publication of the announcement in the BOP of Lugo. The files, once definitively approved, enter into force on the day following their official publication.

The publication thus closes the process initiated in September and leaves the municipal accounts of Ourol updated for the remainder of the fiscal year, with an injection of own funds that does not imply new indebtedness: chapters 8 and 9, linked to financial assets and liabilities, remain at zero.

For the residents, the most visible consequence is the reinforcement of the investment chapter, which rises to 202,917.74 euros and places works and capital purchases as a priority of the modified budget, ahead of the increase in current expenditure. The decision is documented in the announcement of the Boletín Oficial da Provincia de Lugo no. 248, of October 29, 2026, reference R. 2952, which any interested party may consult.
