Ourense announces four vacancies for Local Police officer via competitive examination

The Ourense City Council announces four officer positions for the Ourense Local Police Force through a competitive examination process, three of which are offered via internal promotion and one via mobility. The call was approved by the Mayor’s Office by resolution on July 24, 2026, and is published in the Official Gazette of the Province of Ourense on September 16, 2026, in section IV. Local Entities (official reference R. 2.123).
The Mayor’s Office resolution number 202600799, issued in file 2026030968, approves the specific bases and the call for the selection procedure for the provision of the four positions of the basic scale, officer category, subgroup C1, corresponding to the public employment offer for the 2026 financial year. The same decree orders the full publication of the bases on the notice board of the municipal electronic headquarters, on the City Council’s website, and in the provincial gazette, as well as the publication of an extract in the Official Gazette of Galicia and the Official State Gazette.
The agreement was rectified by Decree number 2026008080, of July 28, 2026, which corrected a material error under article 109.2 of Law 39/2015 and incorporated as Annex II the regulatory bases for the mobility position, leaving Annex I, relating to the three internal promotion positions, unchanged.
Two access routes for the same category
- Internal promotion (3 positions): competitive examination system, reserved for career civil servants with a permanent position in the local police category at the Ourense City Council, in active service and with a minimum seniority of three continuous years in the category.
- Mobility (1 position): merit-based competition system open to personnel from other local police forces in Galicia, in active service in the officer category, with three years of seniority in that category and more than three years of effective and continuous time in the current destination.
- Positions not filled in the mobility process will be added to those called for internal promotion, in accordance with article 11.5 of Decree 15/2023, of January 12.
- Those who gain access through mobility must remain in the position for a minimum of three years before competing again.
Three eliminatory tests and a merit scale
The internal promotion process is governed by Law 4/2007, of April 20, on the coordination of local police, Decree 15/2023, and the Order of January 28, 2009. The examination phase consists of three eliminatory exercises:
- Knowledge test: multiple-choice questionnaire of 120 main questions and 10 reserve questions, with four alternatives and a maximum time of two hours.
- Practical case: written resolution and subsequent reading before the tribunal, within one hour, valued from 0 to 10 points.
- Galician language: Spanish-Galician and Galician-Spanish translation, qualified as fit or unfit; those who prove CELGA 4 or equivalent are exempt.
The competition phase evaluates official academic qualifications, seniority, training and teaching, distinctions and rewards, languages, the Galician language, and the exercise of reconciliation rights. The competition accounts for a maximum of 40% of the total score (4 points) and the competitive examination accounts for the remaining 60% (6 points).
Tribunal, tie-breaking, and deadlines
- The qualifying tribunal will be appointed by the Mayor’s Office and will consist of five titular members and five substitutes, with equal gender representation.
- In the event of a tie, the tie-break will be resolved in favor of women as long as female underrepresentation persists, in accordance with article 153 of Law 7/2023; subsequently, greater seniority, the score in professional training, the higher-level qualification, and finally, a draw will be applied.
- The deadline for submitting applications is twenty business days from the day following the publication of the call in the Official State Gazette, and the processing is electronic through the headquarters of the Ourense City Council.
- Both processes are exempt from fees and require accreditation of CELGA 4.
- Persons selected through mobility shall cease their current duties within five days from the publication of the resolution and shall take office within the ten days following the cessation.
- Successful candidates must complete a theoretical-practical selective course at the Galician Academy of Public Security (AGASP) before being appointed as career civil servants.
- An optional appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months.
Relevance
The call opens a path for internal promotion for officers of the municipal body and, at the same time, allows for the incorporation of commanders from other local police forces in Galicia, within a context of renewing the command structure of the Ourense Local Police Force. The same bulletin includes the rectification of Decree number 2026008079, regarding the bases for three Local Police inspector positions, which confirms an intensive phase of filling positions in the executive and basic scales of the force.
