The resolution is located within the structure of Osakidetza-Basque Health Service, and was signed by the managing director of the Mental Health Network of Bizkaia on May 15, 2026; the Director of Personnel, María Estrella Garrido Manzano, signed by special representation. The full resolution will be published in the Official Gazette of the Basque Country, the Official State Gazette, and on the Osakidetza website.

  • Verifying at least four years of work experience in the specialty of Psychiatry.

Application period and procedure

  • Applications must be addressed to the Personnel Directorate of the Mental Health Network of Bizkaia, María Díaz de Haro street 58, 48010 Bilbao.

  • Among the documentation, a documented curriculum vitae, a certified photocopy of the ID or passport, the appointment certificate, the qualification certificate, an updated certificate of services rendered, and a management memorandum or project are mandatory.

Evaluation: 66-point scale

The scale for evaluating the merits of the candidates grants a maximum of 66 points, divided into three groups:

  • Evaluation of merits: maximum 30 points (work experience 13 and training, teaching, and dissemination of knowledge 17).
  • Knowledge of Basque: maximum 6 points, according to Decree 67/2003.

To be appointed, half of the maximum score of the process must be obtained and, necessarily, half of the score given in the evaluation and defense of the project.

Evaluation committee

The evaluation committee will be chaired by the medical director of the Mental Health Network of Bizkaia. Members will also include the medical deputy director or a head of corporate services from Osakidetza’s General Directorate, the network’s Director of Personnel —as secretary, with voice and vote— and three vocals, one of whom will be appointed by the Basque Agency for Public Administration. The composition of the committee will ensure a balanced presence of women and men, as established by Legislative Decree 1/2023, of March 16.

Appointment and appeals

Once the procedure is completed, the committee will send the appointment proposal to the managing director in favor of the candidate who obtained the highest score. If no one obtains the minimum score, it will be stated that the call has remained vacant. The appointment will be for four years, renewable, and will be published in the Official Gazette of the Basque Country and on the Osakidetza website. An appeal for reversal may be filed against the resolution before the general director of Osakidetza within a period of one month.

Impact

The call aims to strengthen the leadership of the Zaldibar Hospital to ensure professionalized management in the field of mental health. Since the process combines a rigorous evaluation of merits and a public defense of the project, it may attract strong candidates and help improve the organization of the service.
