Osakidetza has called for the health management head of the Biscay Mental Health Network

Osakidetza-Basque Health Service will fill the leadership position for the management of the Sanitary Unit of the Mental Health Network of Bizkaia through a competitive selection process. The call was carried out via Resolution 1778/2026, dated July 24, and published in the Official Gazette of the Basque Country, issue 192, on October 7, 2026 (official reference: 2026/4141). Since the position is vacant, the call was signed by Izaskun Elortegi Kaiero, managing director of the Mental Health Network of Bizkaia.

Who may participate in the competition

The call is addressed to physicians of professional group A1, and the legal bases are Law 8/1997, Decree 186/2005, Law 55/2003, and Royal Legislative Decree 5/2015. To participate, the following conditions must be verified on the last day of the application period:

• Being a statutory employee, civil servant, or permanent contract employee of any Osakidetza entity, or a permanent statutory employee of the sanitary entities of the National Health System, belonging to group A1, in active service or in an administrative situation that preserves the position.
• Holding a degree in Medicine and Surgery and any specialty within group A1.
• Having at least 4 years of professional experience as a physician in the field of health management.

How and when to submit the application

Applications must be addressed to the Directorate of Persons of the Mental Health Network of Bizkaia (M.ª Díaz de Haro street 58, 48010 Bilbao), within a period of fifteen business days starting from the day following the final publication of the call’s resolution in the official bulletins. Submission may also be carried out as provided for in article 16.4 of Law 39/2015.

The documentation must include the following:

• Certified photocopy of the ID, passport, or driver’s license.
• Certified photocopy of the civil servant or statutory appointment, or a document verifying the nature of the permanent contract employee.
• Certified photocopy of the required qualification.
• Original updated service certificate, indicating the category.
• Management memory and project for the service of the call.
• Certified photocopy of all merits to be evaluated.

Evaluation committee and merits scale

Once the application period has ended, the managing director will publish the provisional list of accepted and rejected applicants on the Osakidetza website; rejected applicants will have 10 business days to file a claim. Subsequently, the final list and the composition of the Evaluation Committee will be published.

The committee will be chaired by the medical director of the Mental Health Network of Bizkaia, and will consist of: the medical deputy director of the General Directorate of Osakidetza or a head of corporate services, the director of Persons of the Network (as secretary, with voice and vote), and three members, one of whom will be appointed by IVAP. The composition will ensure a balanced presence of women and men.

The merits scale will grant a maximum of 66 points:

• Project and its defense: maximum 30 points (report 15 and oral public explanation 15).
• Assessment of merits: maximum 30 points (professional experience 13 and training, teaching, and dissemination of knowledge 17).
• Knowledge of Basque: maximum 6 points, according to Decree 67/2003.

Four-year appointment and appeals

The appointment will be temporary, for four years, and may be extended according to what is established in the Third Additional Provision of Law 8/1997. To be appointed, half of the maximum score of the process must be obtained, and, necessarily, half of the score given in the assessment and defense of the project. The committee will propose the candidate who obtained the highest score, and, if there is no one who meets the conditions, it may state that the call has remained vacant.

Against this resolution, an appeal for reversal may be filed before the general director of Osakidetza, within a period of one month, counting from the day following the last publication of the resolution of the call in the official bulletins.

The call opens the process to renew one of the highest sanitary management positions of the mental health network of Bizkaia, and it will affect all practitioners in that field, as the period for submitting candidacies is limited and specific conditions must be met. The transparency of the process and the assessment of merits are subject to specific rules, and this must ensure that the selection is based on objective criteria.
