Osakidetza-Basque Health Service has published the final destinations for the December 2025 transfer competition in ten medical specialties. Ten resolutions between 1547/2026 and 1556/2026—dated September 10—signed by general director Miren Lorea Bilbao Arteche, contain the final lists of accepted and rejected persons and the assignment of destinations. The publication was made in issue number 197 of the Official Gazette of the Basque Country (Boletín Oficial del País Vasco), on October 15, 2026.

The competition was called via resolution 1307/2021 of October 21, 2021, and was developed according to the bases annexed to the Agreement of the Osakidetza Administrative Council of November 27, 2019. The resolutions of March 5, 2026, published the offer of destinations (BOPV 61/2026), and those of July 28 published the provisional assignment. Now, applying base 9.8 of the rules, the tribunals have submitted the final list to the general directorate.

Allergology and endocrinology stand out

Resolution 1547/2026 regulated the allergology category: three people were accepted and two rejected, and three destinations were assigned. Among those accepted are Ana Martinez Arcediano, Eduardo Garcia Lirio, and Elena Santolaya Torrego.

Resolution 1551/2026, on the other hand, accepted ten people in endocrinology and nutrition, with none rejected, and assigned ten destinations. The list includes Jorge Pablo Hernandez Hernandez, Ihintza Larrañaga Unanue, Maria del Carmen Fernandez Lopez, Estrella Diego Perojo, Elsa Fernandez Rubio, Nerea Utrilla Uriarte, Beatriz Perez Ruiz, Iñigo Hernando Alday, Virginia Urquijo Mateos, and Andoni Monzon Mendiolea.

Rejected persons and reasons

Only three people remained outside the process, and in all cases, the reason was voluntary withdrawal or renunciation.

Teresa Loinaz Macias Murelaga: presented a withdrawal from the competition (allergology).
Aritza Segurola Azkarate: renounced the cycle (allergology).
Nerea Gonzalez Temprano: presented a withdrawal from the competition (pediatric surgery).

Destinations and conditions for taking office

The assigned destinations are final and irrevocable, unless the renunciation occurs as a result of a mobility procedure called by another public administration or health service, or for a freely appointed position, according to article 37.4 of Law 55/2003.

Those who received destinations have a period of three business days to leave their current destinations after the resolution is published in the BOPV.
Taking possession is three days if the position is in the same municipality, five days if it is in the Basque Autonomous Community but in a different municipality, and one month if the health service changes.
An appeal against the resolution may be filed before the Osakidetza Administrative Council within one month.

The remaining eight specialties

Angiology and vascular surgery (1548/2026): two accepted, none rejected, two destinations in OSI Donostialdea.
Oral and maxillofacial surgery (1549/2026): five accepted, none rejected, five destinations.
Pediatric surgery (1550/2026): one accepted, one rejected, one destination in OSI Ezker.-Enkart.-Cruces.
Intensive care medicine (1552/2026): five accepted, none rejected, five destinations.
Nuclear medicine (1553/2026): two accepted, none rejected, two destinations.
Preventive medicine and public health (1554/2026): two accepted, none rejected, two destinations.
Clinical neurophysiology (1555/2026): four accepted, none rejected, four destinations.
Hospital radiophysics (1556/2026): six accepted, none rejected, six destinations.

Impact

A total of 40 people have been accepted and 40 destinations assigned, with no more than three people rejected. The assignments directly affect the mobility of Osakidetza’s staff, especially in institutions such as OSI Ezker.-Enkart.-Cruces and OSI Araba, and the processes to take possession will be launched in the coming weeks.
