The managing director of the Mental Health Network of Bizkaia of Osakidetza-Basque Health Service has called for a competition to fill the position of Head of the Mental Health Unit at the Bombero Etxaniz Adult Mental Health Center. The call was made via Resolution 1351/2026, dated May 15, 2026, and published in issue number 184 of the BOPV official gazette on September 25, 2026, with official reference 2026/4009. The resolution will also be published in the BOE and on the Osakidetza website, and the period for submitting applications will begin the day following the last publication in the bulletins.

The position was vacant, and the call was made under the protection of Rule 28 of the Third Norm of the Law 8/1997 of the Basque Health Organization (June 26), Decree 186/2005 (July 19, which regulates functional positions in Osakidetza), Law 55/2003 (December 16, framework statute), and Royal Legislative Decree 5/2015 (October 30, basic statute of public employees). The procedure follows the standard competition model for filling leadership positions in Osakidetza: a management project must be presented and defended, and merits are scored according to a scale.

Who may participate

Being a statutory employee, civil servant, or permanent contract employee of any Osakidetza entity, or a permanent statutory employee of health institutions within the National Health System, in active service or in a position of reserved post in a category of professional group A1.
Holding a degree or license in Medicine, with a specialty in Psychiatry.
Verifying at least three years of professional experience in the specialty of Psychiatry.

Period and place for submitting applications

Applications must be addressed to the Directorate of Persons of the Mental Health Network of Bizkaia (María Díaz de Haro street 58, Bilbao), within a period of 15 business days starting from the day following the final publication of the call in the bulletins. Submission may also be made through the channels provided for in Article 16 of Law 39/2015.

Along with the application, a documented curriculum vitae and the following documents must be submitted:

Certified photocopy of the DNI, passport, or driver’s license.
Certified photocopy of the civil servant or statutory appointment, or a document verifying the nature of permanent contract employment.
Certified photocopy of the required qualification.
Updated original certificate of services rendered, indicating the category.
Management report and project for the center to be led.
Certified photocopies of documents verifying the merits to be evaluated.

Evaluation committee and selection process

The evaluation will be carried out by the Evaluation Committee. The committee will be chaired by the medical director of the Bizkaia Mental Health Network, and will be composed of the medical deputy director or a head of corporate services from Osakidetza’s General Directorate, the Director of People of the Network (as secretary, with voice and vote), and three members; one of whom will be appointed by IVAP. The composition of the committee must respect a balanced presence of women and men, in accordance with Legislative Decree 1/2023.

Candidates will be called to perform a public defense of the project, with notification at least 72 hours in advance, followed by an interview. Both the project defense and the interview will be public. To achieve appointment, at least half of the maximum score of the entire process and half of the score from the project evaluation section must be obtained; otherwise, the call may be declared void.

Merit scale

The scale grants a maximum of 66 points:

Project and its defense: 30 points (report 15, of which 7 for organization and management, 5 for assistance, and 3 for teaching and research; public explanation 15).
Work experience: 13 points, depending on specialty faculty, section head, service head, or management positions.
Training, teaching, and dissemination of knowledge: 17 points.
Knowledge of Basque: 6 points, in accordance with Decree 67/2003.

Appointment and consequences

The appointment will be of a temporary nature for four years, extendable according to the Third Additional Provision of Article 28 of the Health Planning Law of the Basque Country 8/1997. An appeal against the resolution may be filed with the general director of Osakidetza within one month. The resolution was signed by the Director of People, María Estrella Garrido Manzano, by representation through Resolution 219/2023.

The call initiates the process to fill a leadership position in the Bizkaia mental health network and is aimed at permanent psychiatry professionals. Since the deadlines are short, interested parties should take into account the date of the last publication to submit the application promptly.
