Ortiz Quevedo will assume the presidency of the Provincial Council of Cádiz during the August vacation.

The president of the Provincial Council of Cádiz, Almudena Martínez del Junco, will be absent from 15 to 31 August 2026, both inclusive, and will temporarily delegate the exercise of her duties to the first vice president, Juan José Ortiz Quevedo. This is decided by a decree of the Presidency dated 5 August 2026, whose excerpt is published as an edict in the Official Gazette of the Province of Cádiz number 154, of 12 August 2026, with registration number 264.646.

The measure is adopted under Article 67.1 of Royal Decree 2568/1986, of 28 November, approving the Regulations on the Organization, Functioning and Legal Regime of Local Entities, and Article 41 of the Provincial Organic Regulations. The regulations consider the president’s planned absence as grounds for substitution in all her functions, which requires assigning the Presidency on a temporary basis to the corresponding vice presidency.

Who governs during the absence

  • Almudena Martínez del Junco, president: plans to be absent from 15 to 31 August 2026, both inclusive.
  • Juan José Ortiz Quevedo, first vice president: assumes on a temporary basis and by substitution of the Presidency the exercise of the functions and competences that current legislation attributes to that body.
  • Provincial Council of Cádiz: the edict is processed through the Presidency Area and the General Secretariat, which gives publicity to the agreement for general information.

Scope and limits of the substitution

The delegation is granted without prejudice to the president being able to assume her functions on a specific basis within that period if necessary or if deemed appropriate. In this way, the effective distribution of responsibility during the summer holidays remains in the hands of Martínez del Junco herself, who retains the power to resume specific decisions at any time during the month.

Furthermore, in accordance with Article 68 of Royal Decree 2568/1986 and Article 42 of the Provincial Organic Regulations, the vice president who assumes the functions of the Presidency may not revoke the delegations previously granted by the president. This guarantees the continuity of decisions already adopted by the provincial government team during the substitution period.

Processing and publicity

  • The decree of the Presidency is issued on 5 August 2026 and consists of three pronouncements: the assignment of functions, the prohibition on revoking previous delegations, and the order to publish the excerpt in the official gazette.
  • The edict disseminating it is dated 7 August 2026 and appears signed by the president.
  • It is published on page 2 of B.O.P. of Cádiz number 154, of 12 August 2026, in the local administration section, under the heading “Presidency Area, General Secretariat, Edict”.

The publication guarantees legal certainty for the acts issued during the month of August, since any citizen can know who holds representation of the institution during that period. For the municipalities and entities of the province, the validity of the delegation coincides with the central stretch of the summer calendar, a time of lower administrative activity but in which the Provincial Council must continue responding to the town councils, suppliers, and citizens.
