Ortigosa de Cameros fracciona en dos plazos el cobro del IBI urbano

The City Council of Ortigosa de Cameros has provisionally approved the modification of the fiscal Ordinance regulating the Property Tax on Urban Real Estate to split the payment into two installments. The agreement was adopted by the municipal Plenary in a session held on October 2, 2026, and is published in the Official Gazette of La Rioja no. 192, dated October 6, 2026, with the official reference 202610020124778 (III.3751).

Initial approval and open procedure

The announcement, headed by the City Council of Ortigosa de Cameros, specifies that the modification affects a single regulation: the fiscal Ordinance regulating the Property Tax on Urban Real Estate of the municipality. The initially approved text introduces the splitting of the tax collection into two installments, a payment method that the municipal ordinance had not previously provided for.

The file, including all background documents, will remain open to the public at the City Council Secretariat for a period of thirty business days. This count begins the day following the publication of the announcement in the Official Gazette of La Rioja, that is, starting from October 7, 2026.

Allegations and final approval

During this period, interested parties may examine the file and submit any claims they deem appropriate to the City Council. The publication complies with the provisions of Article 17.3 of the Recast Text of the Law Regulating Local Treasuries, the regulation governing the approval procedure for local fiscal ordinances.

If no claims are submitted, the modification agreement will be definitively approved without the need for a new plenary pronouncement. Otherwise, the City Council of Ortigosa de Cameros must resolve the allegations before the new wording of the ordinance takes effect.

A plenary session with two fiscal files

The plenary session of October 2 also addressed another fiscal modification for the same municipality: the fiscal Ordinance regulating the fee for the provision of domestic drinking water service, published in the same issue of the gazette with the reference 202610020124779 (III.3752). Both files follow the identical public information procedure for thirty business days.

The announcement is signed in Ortigosa de Cameros on October 2, 2026, by the Mayor-President, Víctor Martínez Crespo.

What this means for taxpayers

The splitting of the urban IBI (Property Tax) into two installments reflects the municipal desire to distribute the annual tax burden across two payments, which directly affects residents who own urban properties in the municipality. The measure is part of the collection calendar already in progress: the 2026 Urban IBI, Rural IBI, BICES, and IAE census for Ortigosa de Cameros was approved by the Department of Finance, Public Governance, Digital Society, and Government Spokespersonship and published in the Official Gazette of La Rioja no. 166, dated August 31, 2026 (reference 202608280124172, III.3334).

The relevance of the news is twofold for residents: on one hand, the split into two installments will alleviate the single disbursement of the urban IBI bill; on the other, the public exhibition process opens a limited window during which any taxpayer in the municipality may file an objection against the text before it is definitively approved.
