Orea definitively approves the motorhome parking ordinance.

The Orea City Council has declared final the Regulatory Ordinance on Parking for Motorhomes and Approved Living Vehicles, published in full in Official Gazette of the Province of Guadalajara number 154, of August 13, 2026. The rule was initially approved by the municipal Plenary at its meeting of July 26, 2024 and, since no claims were submitted during the public exhibition period, it remains confirmed without changes. With it, the municipality regulates where these vehicles may park and which conduct is considered punishable.

The provisional agreement was published in the Official Gazette of Guadalajara number 147, of August 1, 2024, and is declared final in accordance with Article 17.4 of Royal Legislative Decree 2/2004, the consolidated text of the Law Regulating Local Finances. The ordinance is issued under the municipal powers for traffic management of Article 25 of Law 7/1985, Royal Decree 1482/2003 (General Traffic Regulations) and Royal Legislative Decree 6/2015, the consolidated text of the Traffic Law, in implementation of Decree 94/2018 of Castilla-La Mancha on campsites and areas for motorhomes. The document, signed on August 11, 2026, by the Mayor, Rodrigo Calvo Pinilla, shall enter into force once the period under Article 70.2 of Law 7/1985 has elapsed from its publication in the official gazette.

Reserved areas and scope of application

The purpose of the ordinance is to regulate the use, management and control of the areas and parking zones reserved for motorhomes within the municipal district, as well as the reporting and punishment of infractions. Parking is permitted exclusively in the designated public parking facilities, which in Orea are limited to the territory of the Municipal Campsite, located on the road from Orea to Griegos, kilometre 6. Outside this delimited area, only the general traffic regulations apply.

The text includes three essential definitions:

Motorhome: special-purpose vehicle for the transport and accommodation of persons, with seats, table, beds, kitchen and cabinets fixed to the living compartment.
Parking: immobilisation on the public road in accordance with traffic regulations, without extending the perimeter of the vehicle, without stabiliser legs or other devices, and without discharging fluids or waste onto the road.
Reserved parking zone: spaces with exclusive places for the stopping or parking of motorhomes, both by day and by night.

Regime of infractions and penalties

Inspection corresponds to the Orea City Council itself, and liability for the infraction lies with its perpetrator or, failing that, with the owner or lessee of the vehicle, who is obliged to identify the responsible party. In accordance with Article 140 of Law 7/1985, infractions are classified as:

Minor infractions: any breach of the ordinance not expressly classified as serious.
Serious infractions: uncivil or unsanitary conduct; noise such as the use of generators between 10 PM and 8 AM or above the decibels of the Noise Ordinance; discharging grey or black water outside authorized areas; failing to follow municipal instructions; and fraudulent use of campsite services.
Very serious infractions: repeat of a serious infraction and camping on urban roads outside the delimited territory.

Sanctions may consist of fines and/or removal of the vehicle, and the regulation provides as a precautionary measure the immobilization or removal from the public road in the cases provided for by current legislation. The sanctioning procedure shall be processed in accordance with Law 39/2015, on Common Administrative Procedure.

Tourism impact

The regulation comes at a time of growth in motorhome tourism in the Alto Tajo region, a natural area with strong seasonal influx. The rule offers legal certainty both to visitors, who will have a specific and legal area to park, and to residents, by classifying conduct such as spontaneous camping or the discharge of wastewater. Orea thus joins the municipalities in the area that regulate this type of parking and sets the rules of coexistence for an expanding tourism activity.
