Olvan opens mobility grants for post-compulsory students

The Olvan City Council has approved the regulatory bases and the public call for grants for the mobility of students pursuing post-compulsory studies during the 2026-2027 academic year. Applications may be submitted from September 1 to September 30, 2026, both inclusive. The call is published in the Official Gazette of the Province of Barcelona (BOPB) on August 27, 2026.

The bases were approved by the Local Governing Board on May 14, 2026, and signed by the mayor-president, Sebastià Prat Guilanyà, on August 26. The program is financed by a grant from the Barcelona Provincial Council of €1,500.00, granted within the framework of the 2026 Catalog of the Local Government Network Cooperation Plan 2024-2027, to support educational mobility and combat early school leaving.

Who it is addressed to

The grants are aimed at young people from Olvan between 16 and 25 years old who pursue post-compulsory studies outside the municipality. The purpose is to facilitate transport to educational centers during the 2026-2027 academic year.

Be registered as a resident (empadronat) in Olvan from the start of the school year (September 1, 2026).
Be between 16 and 25 years old at the time of application.
Be enrolled in a public, private, or subsidized center for intermediate or higher-level vocational training, baccalaureate, university studies, postgraduate or master’s degrees, special regime teachings, PFI-PTT, access courses to vocational cycles or university, and GESO, provided they involve in-person attendance outside of Olvan.
Non-presential or distance learning training are excluded, and the minimum duration of the training must be one school year.
Be up to date with the payment of all municipal taxes.

Applications may be submitted by fathers, mothers, legal guardians, or persons in charge of guardianship, as well as the beneficiaries themselves if they are of legal age.

Requirements and documentation

The application must be submitted via a generic request to the Olvan City Council, either through the Electronic Office or the Citizen Service Office (OAC). All required documentation must be attached:

Photocopy of the student’s DNI or NIE, and that of the legal representative if they are a minor.
Certificate of residency (volant d’empadronament) or authorization for the council to consult it.
Documentation proving enrollment in post-compulsory studies.
Certificate of the IBAN number of the account where the holder is the student or the legal representative.
Declaration of being up to date with obligations to the Treasury and Social Security.
Responsible declaration of commitment to comply with the obligations of the grant.

If the documentation is incorrect or incomplete, a period of ten business days will be given to correct it, after which the application will be considered withdrawn.

Amount and procedure

The total amount of €1,500.00 will be divided in equal parts among all applications that meet the requirements, with a maximum of €300.00 per beneficiary. The grant proposal will be prepared by the Youth Department and resolved by the mayor or the person to whom they delegate, in a single administrative act.

Payment will be made by bank transfer in a single installment, once the award has been resolved and justified.
The resolution and payment must be completed before December 31, 2026.
The grant is compatible with other aid, but the total amount cannot exceed 50% of the applicant’s expenditure.
Beneficiaries are exempt from providing guarantees.

The call responds to the need to guarantee citizens’ access to post-compulsory education, as the lack of transport is one of the causes of early school leaving. For families in Olvan with students traveling outside the municipality, this is an opportunity to alleviate the cost of transport throughout the 2026-2027 academic year.
