Oliva de Mérida reparte 10.849 euros en ayudas para suministros vitales

The City Council of Oliva de Mérida has approved the public call and the guidelines for the direct granting of financial aid intended for minimum vital supplies, with a budget of 10,849.00 euros. The decision is formalized through Mayoral Resolution 440/2026, signed by Mayor Juan Carlos Benítez Casillas, and is published in the Official Gazette of the Province of Badajoz No. 204, dated October 23, 2026, under reference Announcement 4215/2026.

Regional Funding and Regulatory Framework

The amount for the call comes entirely from the subsidy granted to the council by the Junta de Extremadura within the Municipal Economic Collaboration Program for minimum vital supplies for 2026. This program was approved by Agreement of April 14, 2026, of the Governing Council of the Junta de Extremadura and was published via Resolution of April 21, 2026, by the Counselor in the Official Gazette of Extremadura No. 78, dated April 24, 2026, charged to the general budgets of the Autonomous Community.

The regulatory guidelines had already been approved by Plenary agreement on August 6, 2026, and were published in the Official Gazette of the Province of Badajoz No. 155, dated August 14, 2026 (Announcement 3222/2026). The invoked legal framework includes Law 3/2019, of January 22, on the Guarantee of Municipal Autonomy of Extremadura, Law 14/2015, of April 9, on Social Services of Extremadura, and Law 7/2016, of July 21, which classifies these aids as extraordinary and urgent measures against social exclusion.

What can be paid and what are the limits

The aid covers the payment of supplies for the primary residence of persons registered and residing in the municipality. The eligible concepts are:

  • Electric energy, natural gas, and propane gas, including contracted power, energy consumed, rental of measuring equipment, and associated taxes.
  • Drinking water, including service fees, taxes, levies, sewerage, and waste collection when listed on the same invoice.
  • Connection and reconnection costs due to non-payment of electricity, natural gas, propane, or water.
  • Butane gas.

The maximum amount per household unit and per year is staggered according to the number of members: 950.00 euros for up to two members, 1,100.00 euros for three to four, and 1,200.00 euros for five or more. Income limits are set as percentages of the IPREM, from 120% (840.00 euros monthly) for one person up to 192% (1,344.00 euros) for ten; if any member has a recognized disability equal to or greater than 65% or a situation of dependency, the thresholds increase from 130% (910.00 euros) to 220% (1,540.00 euros).

Requirements, Procedures, and Deadlines

Beneficiaries may be cohabitation units whose members are of legal age or emancipated, reside legally and effectively in Extremadura, and prove at least six months of residency in the municipality, except for social emergency exceptions. A favorable reasoned report from the Basic Social Care Social Service of the City Council, which also instructs the procedure, is essential.

  • Submission period: from the day following the publication in the BOP until December 31, 2026, both inclusive.
  • Location: office of the basic social care social services, using the standardized form and models also available on the notice board and the electronic office.
  • Resolution: by the mayor, in order of registration entry, within a maximum period of six months, with negative administrative silence.
  • Correction: ten days to complete the application or documentation.

The grants are compatible with other benefits of the same purpose provided that the total does not exceed the invoiced expense, and they are exempt from IRPF taxation according to article 7, letter y), of Law 35/2006, of November 28. Those who pay rent or a mortgage on their primary residence may deduct up to 350.00 euros per month in the income calculation.

Impact for the families of the municipality

The call arrives with the credit already assigned and with a calendar that extends until the end of the year, so that vulnerable families in Oliva de Mérida can regularize unpaid electricity, water, or gas bills and avoid supply cuts. The City Council must report the resolution to the Plenary in its first session, while the program is financed from the budgets of the Junta de Extremadura and is exhausted in order of application, without automatic extension if the funds are consumed.
