The metal sector of A Coruña agrees on salary arrears and the Ferrol bonus

The negotiating committee of the collective bargaining agreement of the iron and steel metal industry of A Coruña approved the calculation of salary arrears generated between January and June 2026 and the replacement of the second additional provision, which regulates the salary bonus of the auxiliary industry of the public shipyards of the Ferrol estuary. The two agreements, adopted by majority on 31 July 2026, were registered and sent for publication by the Territorial Department of A Coruña of the Regional Ministry of Employment, Trade and Emigration of the Xunta de Galicia, which made them public in the Official Bulletin of the Province of A Coruña number 153, of 13 August 2026, with references 2026/5292 and 2026/5293.

Both agreements derive from the Collective Bargaining Agreement of the Iron and Steel Metal Industry of A Coruña (agreement code 15000825011982), which regulates the conditions of metal sector personnel in the province. The registration requests were submitted on 4 August 2026 to the Register of Collective Bargaining Agreements and Labour Agreements of the Autonomous Community of Galicia (REGCON) and were resolved on 7 August by the territorial director Juan José Couce Prego, under the Royal Legislative Decree 2/2015, of 23 October, approving the consolidated text of the Workers’ Statute, and Royal Decree 713/2010, of 28 May, on registration and deposit of collective bargaining agreements and labour agreements.

Salary arrears from January to June

The minutes of 31 July, signed at the Confederation of Entrepreneurs of A Coruña, comply with articles 4 and 38 of the agreement and quantify the arrears for the first half of 2026. Arrears are generated by the fixed items —base salary, attendance bonus, seniority bonus (personal supplement) and extraordinary payments— and also by the variable items, except for those regulated in the second additional provision. The committee clarified that the salary revision of article 39 only generates arrears with respect to fixed items; the other bonuses are calculated to serve as the basis for the increase of the following year, but they do not generate arrears.

According to the tables annexed to the agreement, the total arrears for the half-year, including the proportional part of the extraordinary payments, range from €880.26 for salary level 1 to €607.69 for level 7:

  • Level 1 (higher-grade technicians): €880.26.
  • Level 4 (supervisor and first-class organisation technician): €694.48.
  • Level 7 (labourer, office assistant, doorman and watchman): €607.69.

The personal seniority supplement increases by 5% in 2026, up to €241.58 per year of service at level 1, with half-yearly arrears of €69.02; at level 7 it stands at €162.80, with arrears of €46.51. The committee recommends paying the arrears without waiting for publication in the bulletin, although companies are obliged to pay them at the time of such publication.

The second minutes replace the wording of the second additional provision, which regulates the salary conditions of the auxiliary industry of the public shipyards of Ferrol. All persons working in the facilities of the public shipyards of the Ferrol estuary will receive a non-consolidated bonus per effective working day, exclusively while they remain within those facilities, regardless of the employing company. The bonus is not subject to the increase in Article 38 or to the review in Article 39, although an exceptional review is provided for the first-class skilled worker and the foreman if the agreed increase were lower than the real CPI of the year.

The amounts, applicable from 1 July 2026, are paid in twelve equal monthly instalments, including the vacation month, or per effective working day, and progress until 2029:

  • Higher and intermediate degree technicians, workshop heads and workshop masters: 75 euros in 2026, 125 in 2027, 150 in 2028 and 175 in 2029.
  • First-class steelworker and foreman: 705.50 euros in 2026, up to 778.50 in 2029.
  • Second-class draughtsman, second-class administrative clerk, second-class tradesperson and second-class steelworker: from 312.50 to 400 euros.
  • Warehouseman, auxiliary, telephone operator, third-class tradesperson and weighbridge operator: from 211 to 275 euros.
  • Specialist and labourer: from 110 to 175 euros.

Who negotiates and what happens now

The meeting of 31 July was attended by the employer side, made up of Belén Cao Montero (Aptcor), José Ramiro Bello Ferreño (Asinec), Jorge Mesía Fraga (Agasca), José Antonio Romaris Ferreiro (Sidero) and Enrique Mallón Otero (Asime), with advisor Beatriz Regos Concha, and the workers’ side, made up of CCOO, UGT-FICA and CIG, with Gustavo Vázquez González as secretary. The agreements were sent to the Galician Labour Relations Council for approval and registration in the REGCON; the Ferrol bonus, according to the minutes, had been communicated by the joint committee of the Public Naval Sector that provides services in the estuary.

The official publication gives legal certainty to the payment of arrears and to the new bonus, which has applied since July 2026 to all the auxiliary industry working in the public shipyards of Ferrol, one of the metal hubs with the most weight in the province. Companies must regularise the payrolls of the affected staff in the coming months, with the amounts already quantified in the agreement’s tables.
