O IGVS amplía en 1,4 millóns o fondo de rehabilitación municipal

The Galician Institute of Housing and Land (IGVS) increases by 1,428,894.53 euros the budgetary allocation of the 2026 call of the Cooperation Fund for supporting the financing of rehabilitation and conservation actions of the built heritage in municipalities with fewer than 50,000 inhabitants. The decision is detailed in the Resolution of September 28, 2026, published in the Official Gazette of Galicia (DOG) no. 191, of October 7, 2026, in section III, pages 51731 to 51733. The increase is justified because the number of applications submitted exceeds the initially planned credit.

The fund was created with the Resolution of September 20, 2016, published in the DOG on September 23, 2016, with the purpose of financing local entities in the exercise of their rehabilitation and conservation competencies, preventing the deterioration of properties until they reach ruin. Law 1/2019, of April 22, on rehabilitation and urban regeneration and renewal of Galicia, regulates this instrument in its articles 82 and 83 as a fund without its own legal personality for the management of loans to municipalities with fewer than fifty thousand inhabitants. The repayments made by the municipalities become part of the fund again to be reused in new provisions.

The maximum allocation of the fund was initially set at 10,000,000.00 euros, coming from the mandatory deposits of guarantees, and in 2022 it was raised to 20,000,000.00 euros with the Resolution of March 17, 2022, published in the DOG on March 24, 2022. The 2026 call, approved by the Resolution of March 18, 2026 and published on March 25, 2026 under procedure code VI438A, was endowed with 3,044,893.20 euros.

More applications than available credit

Point 5 of the resolution justifies the increase on the grounds that the number of applications submitted and eligible to access the fund exceeds the amount of the budgetary credit initially planned in the call. The deadline for submitting applications ends on October 15, 2026. To cover the excess, the IGVS resorts to the available amounts from the repayments of municipalities that had access to the fund in previous calls, in accordance with the tenth ordinal of the Resolution of September 20, 2016.

The resolution increases the allocation of application 11.81.451A.821.60 by the amount of 1,428,894.53 euros, respecting the maximum provision provided for in article 13 of Law 3/1988, of April 27, creating the IGVS. The competence to issue the resolution corresponds to the head of the Presidency of the IGVS, according to article 4 of Decree 143/2024, of May 20, which establishes the organic structure of the body. The text bears the signature of the president, María Martínez Allegue, in Santiago de Compostela on September 28, 2026.

Effects, deadlines and means of appeal

  • The extension does not imply a modification of the deadline for submitting applications nor the start of a new calculation of the maximum period for resolution.
  • The resolution takes effect from the day of its publication in the DOG.
  • Against it, which ends the administrative route, an optional appeal for reversal may be filed before the Presidency of the IGVS within a period of one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
  • Alternatively, a contentious-administrative appeal may be filed before the competent jurisdictional order, according to article 46 of Law 29/1998, of July 13.

The extension allows more municipalities with fewer than 50,000 inhabitants, and indirectly the owners of deteriorated properties, to access financing for rehabilitation and conservation, in a context where the demand for aid exceeded the credit initially reserved for 2026.
