O Corgo aproba definitivamente unha modificación de créditos de 254.000 euros

The Corgo City Council has definitively approved credit modification number 5/2026, regarding extraordinary credits and credit supplements, for a total amount of 254,000.00 euros. The agreement was adopted by the Plenary in the session of September 11, 2026, and the result is now published in the Official Gazette of the Province of Lugo (BOP) no. 243, dated October 23, 2026, with reference R. 2842. With the operation now consolidated, the total expenditure of the municipal budget stands at 5,458,100.49 euros.

The file was processed through the route of extraordinary credits and credit supplements, the mechanism provided to fund items not initially contemplated or those with insufficient allocation. The initial approval was announced in BOP no. 216, dated September 21, 2026 (R. 2474), opening the mandatory fifteen-business-day period of public exhibition at the municipal Secretariat to submit claims addressed to the mayor-president. Once this procedure was completed, the file was definitively approved.

The definitive publication is made in compliance with article 177.2, in relation to 169.3, of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local finances. The edict bears the signature of the mayor-president, Felipe Labrada Reija, and is dated in Corgo on October 15, 2026.

Expenditure status, chapter by chapter

The announcement details the summary by chapters of the expenditure status once the modification has been incorporated, which is the information required by local finance regulations. The bulk of the budget is concentrated on personnel and current expenditure, while real investments represent slightly more than a quarter of the total.

  • Chapter 1, personnel expenses: 2,041,678.80 euros
  • Chapter 2, current expenses for goods and services: 1,849,432.41 euros
  • Chapter 3, financial expenses: 3,600.00 euros
  • Chapter 4, current transfers: 102,400.00 euros
  • Chapter 5, contingency fund and other unforeseen events: 0.00 euros
  • Chapter 6, real investments: 1,457,989.28 euros
  • Chapter 7, capital transfers: 3,000.00 euros
  • Chapters 8 and 9, financial assets and liabilities: 0.00 euros
  • Total sum: 5,458,100.49 euros

Real investments and spending capacity

Chapter 6, real investments, stands at 1,457,989.28 euros, above 26% of the overall expenditure status and ahead of the combined current and capital transfers. It is the third largest chapter by volume, only behind personnel and current expenses for goods and services, which positions public works and equipment as a relevant part of the council’s budgetary structure.

The edict does not detail the concrete destination of the reinforced items: the publicity is limited to the summary by chapters required by the regulations, without breaking down projects or budgetary applications. Nor do the revenues financing the operation appear in the announcement, meaning the available public information is that of the resulting expenditure status.

Several modifications in the same fiscal year

The Corgo City Council has linked several credit modifications in the 2026 fiscal year. To the approval of file 5/2026, fourth of the Plenary’s competence, is added file 6/2026, for credit supplements, amounting to 62,234.42 euros, fifth of the Plenary’s competence, agreed upon in the session of October 2, 2026, and whose initial approval was published in BOP no. 236, of October 15, 2026.

In both cases, the procedure is the same: plenary agreement, public exhibition for fifteen business days at the Secretariat, and publication of the summary by chapters in the provincial bulletin once the file is definitively approved. The processing is completed with the submission of the documentation to the Ministry of Finance and the corresponding financial guardianship body, according to the general regime of local finances.

Impact for the residents

The definitive approval makes the expenditure executable: the 254,000 euros in extraordinary credits and supplements cease to be in the project phase and can be committed to the corresponding items. For the residents of Corgo, the practical effect is a budget of 5.46 million euros with a real investment portfolio of 1.46 million, which conditions the pace of work and services for the rest of the year and marks the financial margin with which the council will close 2026.
