New tobacco prices in tobacconists of the Peninsula and Balearic Islands

The Tobacco Market Commissioner has updated the retail prices (RRP) of several tobacco products in the tobacco and stamp outlets of the Peninsula and Balearic Islands, including the pack of King Compact Nimbo (20 units), which will now cost 4.80 euros. The measure is signed by the president of the organization, Luis Gavira Caballero, and is published in the Official State Gazette (BOE) no. 264, of October 24, 2026, with reference BOE-A-2026-22229. The resolution enters into force on the day of its publication.

The regulation is based on Article 4 of Law 13/1998, of May 4, on the Regulation of the Tobacco Market and Tax Regulations, which requires the publication in the BOE of the prices proposed by manufacturers and importers. The fixed amounts include the various taxes and are mandatory in all outlets within the indicated territorial area, ensuring that the smoker pays the same regardless of the tobacconist where they purchase.

The text appears in Section I, General Provisions, under the heading of the Ministry of Finance, and occupies pages 142361 and 142362 of the official gazette. This is a resolution of limited scope: it does not review the entire catalog, but only the references that the operators have decided to move on this occasion.

The prices that are changing

The resolution organizes the updates into five blocks according to the type of product and the unit of sale used:

• Cigarettes: King Compact Nimbo (20), 4.80 euros per pack; King Red (40), 9.40 euros.
• Cigars and cigarillos (euros per unit): Partagás Serie D No. 4 50th Anniversary (15), 35.00 euros.
• Cigars and cigarillos (euros per package): Denim Blue Filter Cigar (package of 17), 2.40 euros.
• Rolling tobacco: New Monn Quality 30 gr. Rolling Tobacco (30 g), 5.40 euros.
• Pipe tobacco: Baroudeur Gold (500 g), 33.00 euros; Baroudeur Gold (999 g), 65.00 euros.

The list is short and heterogeneous: a low-priced cigarette brand coexists with a commemorative edition cigar at 35 euros per unit and large-format pipe tobacco, reflecting that the adjustment responds to the commercial decisions of each manufacturer or importer and not to a linear revision of the entire tariff.

An adjustment that does not always go up

The document does not include a comparison with previous prices, but the BOE itself allows for its reconstruction. In the resolution published on April 11, 2026 (BOE-A-2026-8071), the Baroudeur Gold pipe tobacco was listed at 34.90 euros for the 500-gram package and 69.00 euros for the 999-gram package; it now stands at 33.00 and 65.00 euros respectively. In other words, the same reference appearing in today’s list decreases in price instead of increasing.

In the case of King Compact Nimbo, there is no precedent in the history of the consulted bulletin; therefore, the figure of 4.80 euros corresponds to the first published fixing for that brand. King Red, on the other hand, has a long history in price resolutions: in April 2025, the pack of 20 was priced at 4.60 euros, and in May of the same year, it appeared at 2.50 euros in a 20-unit format within another list of duties.

A trickle of resolutions throughout the year

The publication of prices is an administrative routine that is repeated frequently. In 2026 alone, the BOE has recorded resolutions of this type on dates such as January 10 and 17, February 21, March 14 and 21, April 11, May 16, 23 and 30, June 20, July 4, 11, 18 and 25, August 1, September 12 and 26, October 3 and 17, and now, October 24.

Until July, the titles of these resolutions referred to the “Monopoly area”; from July 11 onwards, the formula changed to “Peninsula and Balearic area,” which is the one used in the text now published. The change in denomination does not alter the content: it still concerns the price list applicable in the tobacco and stamp outlets of that area.

The impact is twofold. For the smoker, each resolution transfers the exact cost of their usual brand to the counter, with no room for discounts or differences between establishments. For the retailer, the published price is the only one legally applicable in retail sales, so that any adjustment immediately modifies the cash receipt and the commercial margin of an assortment that, on this occasion, is reduced to seven references.
