New statutes of the College of Architects of Gran Canaria

The Official Gazette of the Canary Islands number 185, dated September 15, 2026, publishes the full modification of the statutes of the Official College of Architects of Gran Canaria (COAGC), through an announcement from the General Directorate of Transparency and Citizen Participation of the Ministry of Presidency, Public Administrations, Justice and Security. The text, signed on August 25, 2026, by the general director Carmen Delia Alberto Gómez, was registered in the Registry of Professional Colleges of the Canary Islands on August 24, 2026.
The publication is carried out in compliance with article 22 of Decree 277/1990, of December 27, which approves the Regulations of Professional Colleges of the Canary Islands. The COAGC, a public law corporation headquartered at Luis Doreste Silva Street, no. 3, Las Palmas de Gran Canaria, limits its territorial scope to the island of Gran Canaria and was established under Decree 116/2014, of December 12.
Organization and governing bodies
The new statutes establish the internal structure of the college, which consists of the General Assembly of Members, the Governing Board, the Permanent Commission, the Deontology Commission, and the positions of Dean, Secretary, and Treasurer. The Governing Board, the management and administration body, is composed of:
- Dean, Secretary, and Treasurer.
- Between two and four Members, as determined by the General Assembly.
- A term of four years, with the possibility of reelection for a single consecutive term for the same position.
The General Assembly, the supreme body for expressing the will of the membership, will be held twice a year in ordinary session and may adopt binding agreements for all members, with participation either in person or electronically.
Professional practice and membership
The statute regulates the modalities of professional practice, which may be carried out as a freelancer, employee, or as a civil servant or contractor for public administrations. Membership in the COAGC is a prerequisite for practicing the profession in Gran Canaria, although architects registered with other colleges in Spain may act on the island without joining, subject to the jurisdiction of the COAGC regarding regulation, visa approval, and deontological control.
Professional societies with a registered office in Gran Canaria must be mandatorily registered in the college’s Registry of Professional Societies. The text also provides for the creation of Voluntary Groups of Architects, internal organizations without their own legal personality that will require at least 12 registered architects for their constitution.
Disciplinary regime and services
The statutes detail the disciplinary regime, with infractions classified as minor, serious, and very serious, and sanctions ranging from a formal warning via official letter to expulsion from the college, including suspensions from professional practice for up to four years. The Deontology Commission, appointed by lottery among the members, shall resolve the proceedings.
Regarding services, the college maintains as basic services the registry and secretariat, the single window, endorsements (visados), deontological control, and communications and information. The collegiate endorsement will be provided only when mandatory by state regulation or at the express request of clients, with a resolution period not exceeding twenty business days.
Entry into force
Pursuant to the fourth final provision, the statute and its amendments shall enter into force on the day following their publication in the Official Gazette of the Canary Islands, without prejudice to its report by the Superior Council of Architects’ Colleges of Spain (CSCAE) and its registration in the Registry of Professional Colleges of the Canary Islands. The Governing Board is authorized to introduce stylistic corrections and to adapt current regulations to the new text.
The statutory renewal directly affects the organization and professional practice of all architects on the island, updating the college’s regulatory framework to current legislation regarding professional colleges and professional societies, and reinforces the oversight of the correct exercise of the profession as a guarantee of citizens’ rights.
