New decree sets the sugar contribution for the 2026/2027 harvest

Nuevo decreto fija la contribución azucarera de la zafra 2026/2027

Decree No. 651 establishes the contribution to be paid by cane producers and sugar mills for the sugar extracted during the 2026/2027 harvest. The provision was published in the Official Gazette Volume No. 452, Number 165, corresponding to Monday, September 7, 2026, within the Legislative Branch section, on pages 8 and 9. The funds collected will finance the Annual Expenditure and Investment Budget of the Salvadoran Council of the Sugar Agroindustry for the 2027 fiscal financial year.

The rates that will govern the next harvest

The decree establishes two equivalent references to calculate the contribution, one per pound and another per kilogram of extracted sugar:

  • 0.000890 United States dollars per pound of extracted sugar, equivalent to eight hundred ninety-one millionths of a dollar.
  • 0.001963 United States dollars per kilogram of extracted sugar, equivalent to one thousand nine hundred sixty-three millionths of a dollar.

The obligation falls upon two groups: cane producers and sugar mills. The temporal scope of application is the 2026/2027 harvest, according to the text published in the Official Gazette.

Destination of the funds

The contribution has a specific purpose: to finance the Annual Expenditure and Investment Budget of the Salvadoran Council of the Sugar Agroindustry for the 2027 fiscal financial year. This is the body that organizes and supervises the activity of the national sugar sector, such that the contribution from producers and mills directly sustains its annual operation.

The same issue of the Official Gazette includes Decree No. 651 alongside Decree No. 650, which introduces modifications to the current Budget Law in the section corresponding to the Education, Science, and Technology Branch, published on pages 3 to 7.

Approval and signatures

The decree was approved by the Legislative Branch and sanctioned at the Presidential House in San Salvador on September 4, 2026. The publication includes the signatures of:

The new contribution defines the cost that the sugar sector will pass on throughout the 2026/2027 harvest and the amount with which the budget of the Salvadoran Council of the Sugar Agroindustry will be sustained in the 2027 fiscal year. For producers, mills, and consumers, the decree establishes an official reference of costs per pound and per kilogram of extracted sugar that will govern throughout the entire harvest.
