New guidelines for occupational risk prevention grants

The Regional Ministry of Economy, Finance and Employment of the Community of Madrid has approved the Order of August 27, 2026, which establishes the regulatory bases for the granting of subsidies, on a competitive basis, intended for the implementation of occupational risk prevention activities in accordance with Law 31/1995, of November 8, on the Prevention of Occupational Risks. The regulation is published in the Official Gazette of the Community of Madrid (BOCM), number 214, of September 8, 2026, and enters into force the day following its publication.

The order adapts the state bases approved by the Ministry of Labor and Social Economy through Order TES/237/2026, of March 10, which allows autonomous communities to establish their own management regulations, to the specialties of the Madrid administrative organization. The financing of the actions is provided by the Ministry through earmarked transfers, governed by the General Budgetary Law 47/2003, of November 26.

Regulatory Framework and Managing Body

The initiative is part of the VII Master Plan for the Prevention of Occupational Risks of the Community of Madrid (2025-2028), approved by the Governing Council on December 31, 2024, in collaboration with the most representative social agents in the region. The managing body for the occupational health and safety policy is the Regional Institute for Occupational Health and Safety (IRSST), which instructs the procedures and resolves the calls for applications through its Board of Directors.

The new order repeals the regulatory bases approved by the Order of October 1, 2024, although applications submitted prior to its entry into force will continue to be processed according to the previous regulations.

Beneficiaries and Eligible Actions

Eligible beneficiaries may include the most representative business and trade union organizations, foundations or other entities established by them, as well as groupings without legal personality that execute actions within their scopes. The final recipients of the actions are employees and self-employed workers, as well as companies, especially small ones, defined as those with fewer than 50 workers.

The calls for applications may finance five types of actions:

Information actions, to disseminate the principles of preventive action.
Technical assistance actions, aimed at resolving problems in the practical application of preventive measures.
Training actions, with the design of methods and contents for productive sectors and subsectors.
Compliance promotion actions regarding occupational risk prevention regulations.
Other actions approved in the strategic subsidy plan of the convening body.

Amounts, Valuation and Deadlines

75% of the budget will be allocated to intersectoral actions and the remaining 25% to sectoral actions, which will be distributed by sector according to their two-digit CNAE code based on a priority index based on accident rates. Applications will be evaluated according to three criteria:

General approach and design of the action: up to 45 points.
Entities and technical team: up to 40 points.
Budget: up to 15 points.

The deadline for submitting applications will be one month from the publication of the call summary in the BOCM, and the resolution must be issued within a maximum of six months. Advances of up to 50% of the amount may be granted, and payment will be made within a maximum of six months from justification.

Relevance of the regulation

The order guarantees the continuity of aid for occupational risk prevention in the region, with special attention to small businesses, and reinforces transparency through the publication of calls in the National Grants Database and on the electronic office of the Community of Madrid. The regulation, signed by counselor Rocío Albert López-Ibor, represents a step toward reducing occupational accidents and improving the safety and health conditions of Madrid’s workers.
