New remuneration for Councilor Estrada: 2,503.53 euros at 75% working hours

The Lleida City Council has modified the dedication and remuneration of the councillor from the ERC-AM municipal group Xavier Estrada Fernández, who will now receive a gross monthly remuneration of 2,503.53 euros with a partial dedication of 75% of the working day. The decision was adopted through Mayor’s decree DEC-10660-2026, dated October 1, 2026, and is published in the Official Gazette of the Province of Lleida no. 196, dated October 14, 2026, with the official reference BOP-2026_0_196_8481 (p. 1-1). The economic and administrative effects of the resolution are effective as of October 1, 2026.

The content of the decree

The decree modifies the situation established by decree number DEC-07190-2023, dated June 30, 2023, which set the previous conditions for the councillor. Under the new regime, Xavier Estrada Fernández maintains the status of councillor without government responsibility and moves to a partial dedication of 75% of the working day at the Lleida City Council.

Publication, notifications, and control

The publication is carried out in compliance with article 75.5 of Law 7/1985, of April 2, regulating the bases of the local regime, which requires the operative part of acts relating to the dedication and remuneration regime of elected officials to be publicized in the Official Gazette of the Province and on the City Council’s notice board.

The resolution provides for a series of notifications and internal procedures:

• Notification to the interested party.
• Notification to the municipal Audit and Treasury offices.
• Notification to those responsible for human resources management.
• Publication in the Official Gazette of the Province of Lleida and on the notice board of the Lleida City Council.
• Specific report to the Plenary in the first session to be held, for its knowledge and effects.

Appeals

Against the administrative act, which exhausts the administrative route, the interested parties may file the following actions:

• Optional appeal for reversal before the body that issued it, within a term of one month starting from the day following the receipt of the notification.
• Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Lleida, within a term of two months from the day following the receipt of the notification.

These paths are governed by articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure of public Administrations, and by article 46 of Law 29/1998, of July 13, regulating contentious-administrative jurisdiction. If the optional appeal for reversal is filed, the contentious-administrative appeal cannot be presented until the former is expressly resolved or presumed dismissal has occurred.
