Noboa sanctions the law that strengthens environmental education in Ecuador

Constitutional President Daniel Noboa Azin enacted the Organic Reformatory Law of Various Legal Bodies for the Strengthening of Environmental Education for Sustainable Development, the text of which was published in the Third Supplement of the Official Registry No. 375 on Wednesday, September 23, 2026. The enactment is contained in Official Letter No. T.488-SGJ-26-0374, signed by the General Legal Secretariat of the Presidency of the Republic and addressed to the Directorate of the Official Registry. With this publication, the constitutional process initiated in the National Assembly is concluded.

The project reached the Executive via Official Letter No. AN-MDMA-2026-0003-O, dated September 9, 2026, through which the president of the National Assembly forwarded it to the President of the Republic for enactment or objection. The president enacted the regulation in exercise of the power established in the final paragraph of Article 137 of the Constitution of the Republic, in accordance with Article 63 of the Organic Law of the Legislative Function.

The law reforms “various legal bodies” and its declared objective is the strengthening of environmental education for sustainable development. The disseminated copy spans 26 pages within the Third Supplement No. 375, corresponding to Year II of the edition, dated Quito, Wednesday, September 23, 2026.

The legislative route

• Official Letter No. AN-MDMA-2026-0003-O (September 9, 2026): the president of the National Assembly forwards the project to the President of the Republic.
• Presidential enactment pursuant to the final paragraph of Article 137 of the Constitution and Article 63 of the Organic Law of the Legislative Function.
• Official Letter No. T.488-SGJ-26-0374 (Quito D.M., September 23, 2026): the General Legal Secretariat forwards the authentic copy and the enabling documentation for its publication.

Submitted documents and responsible parties

The Presidency of the Republic sent four items to the Official Registry: the authentic copy of the Law, the certified copy of the enacted Law, the copy of the official letter signed by the president of the National Assembly, and the corresponding certification of discussion. Once the publication process is completed, the authentic copy must be returned to the National Assembly.

The official letter bears the electronic signature of Aldrin Gómez Valdiviezo, general legal secretary of the Presidency of the Republic, who also certified the copy as a true copy of the original on September 23, 2026. The edition was signed by the acting director of the Official Registry, Martha Jaqueline Vargas Camacho.

Recent environmental background

The publication occurs three weeks after the Organic Reform Law of the Organic Environmental Code, disseminated in the Fifth Supplement of the Official Registry No. 360 on September 2, 2026. That regulation was also sanctioned by President Daniel Noboa Azin following the submission of the project by the National Assembly via Official Letter No. AN-PE-2026-0007-O, dated August 4, 2026.

Both reforms integrate the environmental legislative agenda of the current period and share the same processing circuit: approval in the National Assembly, referral to the Executive for sanction or objection, and publication in the Official Registry.

The reform incorporates environmental education into the set of reformed legal bodies, such that its appearance in the Official Registry marks the beginning of its validity and the regulatory developments derived from it. For schools, universities, and public entities, the text published in the Third Supplement No. 375 is the official reference that should be consulted and followed in its application.
