Nigrán abre axudas para obras en cemiterios privados do municipio

The Nigrán City Council has approved the specific bases for the granting of subsidies, under a competitive bidding process, intended to finance improvement works in privately owned cemetery infrastructures within the municipality. The approval took place by resolution of the Mayor’s Office dated October 1, 2026, through Decree No. 2026-2287, and the text is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 192, of October 6, 2026, under file 6390/2026. The grants are aimed at associations and communities of owners who hold private cemeteries within the municipal boundaries.

The bases are framed within Law 38/2003, of November 12, General Law on Subsidies; Royal Decree 887/2006, of July 21; Law 9/2007, of June 13, on subsidies in Galicia; and the General Regulatory Bases for the Granting of Subsidies incorporated into the execution bases of the 2026 general budget. The declared objective is to improve existing infrastructures in private cemeteries to ensure compliance with health regulations and provide a higher quality service to residents.

The subsidies will be granted against the budget credits indicated in the corresponding call issued by the Mayor’s Office, which will specify the maximum amount allocated to them. The accounting information regarding the execution of the budget applications for subsidies and grants will be disclosed to the public quarterly on the transparency portal of the City Council’s website.

Beneficiary entities and eligible expenses

The following may apply for the grants:

  • Associations, communities of owners, or other entities without a religious nature.
  • Owners of private cemeteries located within the municipality of Nigrán.
  • Entities registered in the Municipal Registry of Associations of the Nigrán City Council.

Eligible expenses are considered to be the works necessary for the proper functioning of the cemeteries, with the purpose of improving health, accessibility, and usage conditions of the facilities. This includes the fees of the professionals in charge of drafting the projects and the direction of the works. The project to be subsidized will be the one indicated by the entity at the time of the application and, once the grant is awarded, expenses from other projects cannot be justified.

The following are excluded:

  • Operating expenses, such as telephone, fuel, electricity, or similar.
  • VAT, unless it is not recoverable or compensable by the beneficiary entity.
  • Municipal taxes derived from the processing of enabling titles and the execution of the works.
  • Debit interests, surcharges, administrative and criminal sanctions, and costs of judicial proceedings.

Evaluation criteria and instructing body

The grant will be based on objective criteria and processed through competitive bidding, following an order among the admitted applications until the budget allocation is exhausted. The evaluation distributes 100 points:

  • Necessity and urgency of the action: 60 points (high, 60; medium, 40; low, 20), with a report from a competent technician.
  • Capacity of the cemeteries: 20 points, in proportion to the accredited capacity.
  • Percentage of co-financing of the works: 20 points (more than 75%, 20; between 50 and 75%, 10; up to 50%, 5).

The instruction corresponds to the Mayor’s Office and the evaluation to the Evaluation Commission, composed of the mayor, the councillor for Urbanism, Environment, Mobility, Housing, Municipal Management and Personnel, a councillor from other political groups of the Corporation, an official from the special administration scale of the Technical Unit of the Urbanism Department, a public employee from the Central Unit who will serve as secretary, and an official from the Intervention department, with a voice but no vote.

Applications, deadlines and justification

Applications shall be submitted electronically through the electronic office of the Nigrán City Council, together with the documentation accrediting the private ownership of the cemetery, the technical project or descriptive memory with a budget, and certificates of being up to date with tax obligations to the General State Administration, the Xunta de Galicia, and Social Security. The deadline will be as indicated in the call for applications.

  • Correction of deficiencies: 10 days; if not corrected, the inadmissibility of the application will be proposed.
  • Maximum deadline for resolution: 9 months from the publication of the call in the BOPPO, with negative administrative silence.
  • Payment: by bank transfer after verifying the justifying documentation.
  • Justification: action report, final work certificate, complete photographic report, economic report with invoices and proof of payment.
  • Cash payments: admitted exceptionally up to a maximum of 100 euros.

Failure to present the justifying documentation in a timely and proper manner will lead to the revocation of the grant. The falsification or concealment of data, total lack of justification, or the use of the aid for a different purpose will imply the reimbursement of the amounts paid and the prohibition of benefiting from other grants for 2 years.

For the residents of Nigrán, these bases open the way for entities managing private cemeteries to undertake conservation, accessibility, and health works that would otherwise have to be financed entirely with their own funds. The publication of the bases is the previous step to the call for applications, which will set the maximum amount and the deadline for submitting applications.
