Nexushaven se adhiere al Sistema Arbitral de Consumo de Ceuta

The Ministry of Health and Social Services of the Autonomous City of Ceuta has accepted the adhesion of the company Nexushaven S.L., with C.I.F B75571315, to the public offer of submission to the Consumer Arbitration System and to the Consumer Arbitration Board of the Autonomous City of Ceuta. The company is thus registered in the Official Gazette of the City’s Arbitration Board under number 218, according to Decree 625 published in the Official Gazette of the City of Ceuta number 6,650, dated September 8, 2026, page 3402.

The resolution, electronically signed on August 25, 2026, by the counselor Ms. Nabila Benzina Pavón, was promulgated on August 20, 2026, and exhausts the administrative route. The application was submitted by INTERSERVICIOS S.L. on behalf of Nexushaven S.L., and the file includes the deed of incorporation of the limited liability company granted before the Notary of the Illustrious College of Andalusia on November 29, 2024, with the appointment of Mr. Juan Manuel López Correo as sole administrator.

Regulatory Framework

The adhesion is based on a legal framework that grants the City of Ceuta competence in matters of consumer and user protection. The Spanish Constitution, in Article 51, urges public authorities to guarantee the defense of consumers through effective procedures that protect their safety, health, and economic interests.

The Statute of Autonomy of the City of Ceuta, approved by Organic Law 1/95, of January 13, assigns the City the execution of State legislation regarding domestic trade, and Royal Decree 33/1999, of January 15, on the transfer of functions and services, entrusts it with the promotion and development of the protection and defense of consumers and users.

The Consumer Arbitration System

The specific framework for arbitration is regulated by Royal Decree 713/2024, of July 23, which approves the Regulation governing the Consumer Arbitration System, whose articles 22 to 29 discipline the public offers of submission to the system processed through the Consumer Arbitration Board of the Autonomous City of Ceuta.

The framework is completed by the Resolution of June 17, 2025, of the General Secretariat for Consumption and Gaming, which publishes the Agreement with the Autonomous City of Ceuta for the development of consumer arbitration, replacing the Agreement of April 15, 2021. Said agreement establishes that the City will promote, within its territorial scope, the management and administration of institutional consumer arbitration by the Arbitration Board.

Effects of the Adhesion

With this incorporation, Nexushaven S.L. commits to submitting disputes that may arise with its customers to consumer arbitration, an out-of-court conflict resolution mechanism that is more agile and economical than the judicial route. The company now joins the census of adhered entities and may make use of the official badge accrediting its status.

The resolution, which exhausts the administrative route, may be appealed for reversal before the same body within one month or challenged directly before the Contentious-Administrative Court of Ceuta within two months, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.

Relevance for consumers

The adherence of Nexushaven S.L. to the Consumer Arbitration System reinforces the protection of Ceuta’s consumers against this company, which commits to resolving claims voluntarily and bindingly. This is one more step in the consolidation of consumer arbitration as the preferred route for conflict resolution in the Autonomous City, in line with the Arbitration Board’s policy to expand the census of adhered companies and thus guarantee the effective protection of users’ rights.
