Nexushaven adheres to consumer arbitration in Ceuta

The company Nexushaven, S.L., with C.I.F B75571315, has joined the Consumer Arbitration System of the Consumer Arbitration Board of the Autonomous City of Ceuta, thereby expanding the extrajudicial route for conflict resolution available to Ceuta’s consumers. The adhesion is formalized through Decree 625, signed by the Councilor for Health and Social Services, Ms. Nabila Benzina Pavón, and published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) No. 6,650, dated September 8, 2026, on page 3402.

The application was submitted by INTERSERVICIOS S.L. on behalf of Nexushaven, S.L., using the adhesion form for the public offer of submission to the Consumer Arbitration System. The file includes the deed of incorporation of the limited liability company, granted before the Notary of the Illustrious College of Andalusia on November 29, 2024, with the appointment of Mr. Juan Manuel López Correo as sole administrator.

Legal framework of the adhesion

The decision is based on a regulatory framework that grants the City of Ceuta competence in matters of consumer and user protection. Royal Decree 33/99, of January 15, regarding the transfer of State functions and services to the City of Ceuta, includes among its functions the promotion and development of the protection and defense of consumers and users.

The framework is completed by Royal Decree 713/2024, of July 23, which approves the Regulation governing the Consumer Arbitration System and, in articles 22 to 29, regulates the public offers of submission to the system; and the Resolution of June 17, 2025, of the General Secretariat for Consumption and Gaming, which publishes the Agreement with the Autonomous City of Ceuta for the development of consumer arbitration, replacing the Agreement of April 15, 2021. The Spanish Constitution, in its article 51, urges public authorities to guarantee the defense of consumers through effective procedures.

Effects of the adhesion

With the acceptance of the application, Nexushaven, S.L. is registered in the Official Gazette of the City’s Arbitration Board under number 218, integrating into the census of adhered companies and being entitled to use the official distinctive of entities adhered to the system. The resolution exhausts the administrative route, therefore the following may be filed against it:

• An optional appeal for reversal (recurso de reposición) before the same body that issued the resolution, within a period of one month.
• Direct challenge before the Administrative Litigation Court of Ceuta, within a period of two months from notification.

Relevance for consumers

The incorporation of Nexushaven, S.L. into the Consumer Arbitration System strengthens the network of adhering companies in Ceuta, offering consumers an agile, free, and extrajudicial channel to resolve their claims without the need to go to court. The measure is part of the policy of the Ministry of Health and Social Services to expand the protection of the rights of consumers and users in the city.
