New facility protection areas for air traffic control in Munich and Paderborn

The Federal Aviation Safety Supervisory Office has announced in the Federal Gazette (Bundesanzeiger) of September 2, 2026, the amendment of the facility protection areas for the air traffic control facility Munich ILS/DME 26L, as well as the registration of new protection areas for the facilities Paderborn/Lippstadt ILS/DME 23 and 05. The announcements dated July 29, 2026, define the areas in which interference with radio navigation by structures is to be expected. Consequently, binding height and structural restrictions apply to developers and planners in these areas.

Legal Basis and Procedure

The publication is carried out in accordance with Section 18a Paragraph 1a Sentence 1 of the Aviation Act (Luftverkehrsgesetz). According to this, the supervisory authority announces the air traffic control facilities and the surrounding facility protection areas in which structures may interfere with the signals. The operator of all five facilities is DFS Deutsche Flugsicherung; the type of use is civil in each case, and the status is “in operation.”

The five announcements are published in the Federal Gazette under the official references BAnz AT 02.09.2026 B5 to BAnz AT 02.09.2026 B9. The documents are signed on behalf of Cem Kurtulan (B5 to B8) and Thomas Blank (B9).

Amended Protection Areas Munich 26L

For the facility Munich ILS/DME 26L, three components with amended protection areas are identified:

• EDDM-DME26L (DME, directional antennas), location 11° 48’ 1.1196" E / 48° 20’ 34.2430" N, base height 447.43 m above NHN, transmission direction 83.40°.
• EDDM-G26LA (ILS glide path, type M), location 11° 48’ 1.1316" E / 48° 20’ 34.2194" N, base height 447.43 m above NHN.
• EDDM-L26LA (ILS localizer, dual frequency), location 11° 44’ 15.0693" E / 48° 20’ 22.6573" N, base height 454.36 m above NHN.

Depending on the component, the directional protection areas extend up to 11,007 m (EDDM-L26LA) from the facility. The maximum building height $h$ is uniformly 70 m, and the lateral extent $D$ ranges between 250 m and 600 m.

New Protection Areas Paderborn/Lippstadt

Two facilities are newly registered for Paderborn/Lippstadt Airport:

• EDLP-DME23 (DME, directional antennas), location 08° 37’ 30.6900" E / 51° 37’ 8.5400" N, base height 204.03 m above NHN, transmission direction 56.80°.
• EDLP-L05 (ILS localizer, dual frequency), location 08° 38’ 1.6100" E / 51° 37’ 16.3300" N, base height 205.43 m above NHN, transmission direction 236.80°.

The protection area of the DME facility extends up to 6,274 m, and that of the localizer up to 8,535 m. A maximum building height of 70 m also applies here.

Significance for Developers and Planners

The facility protection areas are directly relevant to urban land-use planning and the approval of structures. Within the designated areas, projects must be planned such that they do not exceed the specified height limits, as otherwise there is a risk of interference with the instrument landing systems.
