Navarra reforms its organic staffing structure with nursing reinforcements and new profiles

The Government of Navarra has approved three regional decrees reforming the organic staffing of the Administration of the Foral Community, involving the amortization and creation of dozens of public employment positions. Regional Decrees 54, 55, and 56/2026, all dated August 19, are published in the Official Gazette of Navarra number 175, dated September 4, 2026.

The three regulations, signed by President María Chivite Navascués and the First Vice President and Councilor for the Presidency and Equality, Javier Remírez Apesteguía, respond to the need to adjust staffing to the actual needs of the departments and autonomous bodies. All have a report from the General Directorate of Budgets and Assets of the Department of Economy and Finance and enter into force the day after their publication.

Nursing reinforcement in Osasunbidea

Regional Decree 56/2026 concentrates the largest operation in the Navarre Health Service-Osasunbidea, which amortizes 28 nursing positions and creates 27 specialist nurse positions, with a positive net balance in Primary Care, the University Hospital of Navarra, and the health areas of Tudela and Estella-Lizarra.

• In Primary Care, 11 specialist nurse positions in family and community nursing are created.
• In the University Hospital of Navarra, specialist nurse positions are created in geriatrics (2), pediatrics (5), and mental health (4).
• In the health areas of Tudela and Estella-Lizarra, family and community nursing and mental health positions are added.

New technical and digital profiles

Regional Decree 54/2026 introduces novel profiles into the regional Administration, including that of a data science technician, assigned to the General Directorate of Public Service of the Department of Interior, Public Service, and Justice.

• Data science technician (level A).
• Treasury technician and six positions for treasury manager and auxiliary researcher in the Foral Treasury of Navarra.
• Senior technician in security matters and sound and audiovisual media technician.
• Industrial engineer, technical architect, and library positions in the Príncipe de Viana Institution.

Consolidation of employment in social services

Regional Decree 55/2026 reinforces the Navarre Agency for Autonomy and Personal Development, with the creation of positions for psychologists, social workers, occupational therapists, social educators, and gerontological caregivers, in addition to public administration technicians.

• Two nurse positions in the Sub-directorate of Assessment and Services.
• Psychologist positions in the sub-directorates of Assessment and Childhood, Adolescence, and Family.
• Public Administration technicians in the legal and economic branches.

The reform defines the structure of Navarre’s public employment for the coming years, with a decisive reinforcement of public healthcare and the incorporation of digital and care profiles. The created positions may be filled through temporary contracting in accordance with Foral Decree 30/2005, which will allow for their provision to be streamlined.
