Navarra appoints dozens of social workers as civil servants

The General Directorate of Public Service of the Chartered Community of Navarra has appointed civil servants and awarded positions to 55 social workers, within the framework of Resolution 2348/2026, dated July 24, signed by the general director Gloria Arancón Largo. The act, published in the Official Gazette of Navarra number 171, dated August 31, 2026 (p. 30961), fills key vacancies in the regional social and health services.

A selection process for 58 positions

The appointment stems from the call approved by Resolution 104/2025, dated January 16, published in the Official Gazette of Navarra number 17, dated January 27, 2025, for the provision, via competitive examination, of 58 social worker positions. Following the provisional and final lists of admitted and excluded candidates, and the vacancy selection act convened by Resolution 1555/2026, dated May 6, the qualifying Tribunal submitted the appointment proposal, published in the Official Gazette of Navarra number 118, dated June 18, 2026.

Three shifts and one labor regime

The resolution distinguishes the access shifts and the legal regime of each appointed person:

• Reserve shift for people with disabilities: 1 person (Josune García Alonso).
• Promotion shift: 13 people, including Leire Gamboa Ramos, Nekane Bárbara Induráin, Lorea Jiménez Fernández, and María Guadalupe Ayerra Yoldi.
• Free shift (civil servant regime): 37 people, such as Patricia Jaramillo Pérez, David Segovia Berrogui, Berta Pardo Osta, Esther Furtado Eraso, and Miriam Gil Fontán.
• Free shift (fixed-term part-time labor contract): 4 people (Naroe Oquiñena Iturbide, Diana María Cardenal Linares, Idoia Mendióroz Goñi, and Rebeca Germán Almagro).

Assignments in health, social rights, and housing

The awarded positions are distributed among the departments of Health, Social Rights, Social Economy and Employment, Housing, Youth and Migration Policies, and Interior, Public Service and Justice. Assignments include:

• Navarre Health Service-Osasunbidea and its Primary Care Teams (E.A.P.) in towns such as Pamplona, Barañáin, Berriozar, Tudela, Aoiz, Carcastillo, Valtierra, or Sarriguren.
• University Hospital of Navarra and Reina Sofía Hospital in Tudela.
• Mental Health services and child and adolescent mental health centers.
• Navarre Agency for Autonomy and Personal Development and the Navarre Institute of Public and Occupational Health.
• General Directorates of Social Protection, Justice, and Migration Policies.

Assumption of office and appeals

The appointed persons must take office within one month from the day following the publication in the Official Gazette of Navarra, at the technical general secretariats of the corresponding departments or at the personnel services of each center. Those who do not take office or do not sign the permanent employment contract, except in cases of justified force majeure, shall lose the rights to acquire the status of permanent civil servant or permanent contractual staff. An administrative appeal (recurso de alzada) may be filed against the resolution before the Counselor of Interior, Public Service and Justice within a period of one month.

The filling of these vacancies reinforces the staff of social workers at a time of high demand for social and health services in the Foral Community, consolidating professionals who until now provided services on a temporary basis into stable positions.
