Navarra nombra a doce médicos de familia y les adjudica plaza

The Official Gazette of Navarra publishes this Tuesday, October 27, in issue number 214, Resolution 3313/2026, dated October 13, from the Director General of the Civil Service, by which civil service personnel are appointed and the method of contracting is determined to fill the job position of family and community medicine (E.A.P.–S.E.U.–S.N.U.), with the allocation of a post. The appointed individuals must take office on October 28, 2026.

From a call for 40 posts to twelve allocations

The process began with Resolution 1921E/2025, dated October 9, from the Managing Director of the Navarre Health Service-Osunbidea, which approved the call for 40 family and community medicine posts through competitive examination and merit-based competition systems, published in the Official Gazette of Navarra number 218, dated October 31, 2025. The final list of admitted and excluded persons was approved via Resolution 3049E/2025, dated December 19.

The resolution now published culminates a series of proposals: the first, dated August 25, 2026, led to the appointments of Resolution 2935/2025, dated September 9, and subsequent resignations and leaves of absence forced the publication of complementary proposals on September 25 and October 6, 2026. The result is the allocation of twelve posts, eleven of which are under civil service status.

Resignations, leaves of absence, and a dozen destinations

Prior to the appointment, Maider Pérez Igartua, Beatriz Domenech Martín, Itziar Amestoy Ruiz, and Francisco López Pinero resigned from the obtained post, while Ane Erdozain Larrañaga did not submit the documentation within the deadline. After the appointment, Francisco Javier Germán Armijo, Sonia Alcalde García, Josu Goicoechea García, María Ángeles Pérez Gutiérrez, Eider Arbizu Fernández, and Samuel Agustín Casas Menan obtained voluntary leave of absence effective from the date of taking office, and Leodan Electo Rodríguez Calizaya and Claudia Gaudo Perales resigned. Ángel Luis Jiménez García also failed to submit the documentation, and Matilde Juanes Toranzo withdrew from the process.

The appointments as civil service personnel, all from the open entry track, fall to:

  • Bárbara San Martín Loyola, E.A.P. Peralta (position 60237)
  • Héctor Jesús Carvajal Rodríguez, E.A.P. Olite (60090)
  • Íñigo Poyo Molina, E.A.P. Peralta (60527)
  • Maite Pilar Bastyr Diego, E.A.P. Peralta (68703)
  • Isabel Álvarez Muro, E.A.P. Valtierra-Cadreita, Villafranca (64562)
  • Miruna Mihu, Reina Sofía Hospital, Tudela (73612)
  • Sonia Muro Santos, E.A.P. Valtierra-Cadreita, Milagro (66361)
  • Zenia Yeleni Javier Adón, E.A.P. Carcastillo (60856)
  • Nuria Armendáriz Lodosa, Reina Sofía Hospital, Tudela (69327)
  • Íñigo Suescun Cervera, E.A.P. Altsasu/Alsasua, Ziordia (68474)
  • Andrea Larrañaga Elizalde, E.A.P. Chantrea, Pamplona (60416)

Added to this list is the hiring under a fixed part-time labor regime of Beatriz de Castro Alonso, in the position of S.N.U. primary care physician in Tafalla (position 72477).

Basque language requirement and administrative appeal

The resolution specifies that Andrea Larrañaga Elizalde may only participate in the provision of bilingual positions with a level of Basque language proficiency, in accordance with article 33.2 of Foral Legislative Decree 251/1993, of August 30. Those who do not take office or do not sign the contract by October 28 will lose all rights to acquire the status of civil servant or fixed labor personnel, except in cases of justified force majeure.

The act is issued under Foral Decree 30/2005, of February 21, and is forwarded to the Navarre Health Service-Osunbidea (Sub-directorate of Personnel and Labor Relations, Primary Care Management Directorate, and Personnel Management Section of the Tudela Health Area) and to the Personnel Management and Personnel Expenditure Control and Payroll services of the General Directorate of Public Service. An administrative appeal (recurso de alzada) may be filed against the resolution before the counselor of Interior, Public Service and Justice within one month from the day following its notification.

Real reinforcement of primary care staff

The effective incorporation of these twelve professionals relieves staff that are particularly strained in rural areas and in the Tudela area, where four of the assigned destinations are concentrated between the Reina Sofía Hospital and the primary care teams of the Ribera. The high number of resignations and leaves of absence recorded in the process—up to a dozen departures between both situations—explains that the final coverage was completed through complementary means and highlights the difficulty of retaining family physicians in the Navarre public system.
