Navarra delivers final possession of the Ribaforada II estates

The Agricultural Infrastructure Service of the Government of Navarra has announced the final taking of possession of the new replacement plots resulting from the land consolidation area Ribaforada II (La Dehesa). The delivery is formalized through a notice published in the Official Gazette of Navarra number 181, dated September 14, 2026, and makes the plots available to the interested parties as of that same date.
The decision was adopted by the Director General of Agriculture and Livestock through Resolution 533/2026, of September 1, once the Land Consolidation Agreement for the area was declared final. The notice, signed in Pamplona on September 3 by the director of the Agricultural Infrastructure Service, Juan Pablo Rebolé Ruiz, closes the process that began with the provisional delivery of the plots.
A process started in 2024
The land consolidation of Ribaforada II (La Dehesa) began with Resolution 1022/2024, of December 20, from the Director General of Agriculture and Livestock, published in the Official Gazette of Navarra number 25, dated February 6, 2025. At that time, provisional possession of the new replacement plots was arranged, subjecting the process to a survey in accordance with Article 30 of Foral Law 1/2002, of March 7, on Agricultural Infrastructure.
With the Land Consolidation Agreement becoming final, Resolution 533/2026 converts that provisional delivery into a final one. Property owners in the area may now take possession of the plots that correspond to them, which are available starting from the publication of the notice in the gazette.
Documentation displayed at the Town Hall
To enable interested parties to identify their new plots, the Ribaforada Town Hall keeps the following documents displayed and available to owners:
- The maps defining the plots in the area.
- The list of replacement plots.
- The list of boundary markers delimiting them.
One month to appeal
In accordance with Article 30 of Foral Law 1/2002, interested parties have a period of one month, counting from the day following the publication of the notice in the Official Gazette of Navarra, to file an administrative appeal (recurso de alzada) before the Counselor for Rural Development and the Environment. The appeal must be accompanied, in all cases, by an expert report on the differences between the area of the replacement plots and the area recorded in the consolidation file.
If the appeal is upheld, the Administration may, depending on the circumstances:
- Rectify the consolidation agreement.
- Compensate the claimant using surplus land.
- Or, if the latter is not possible, provide monetary compensation.
The final delivery of the estates of Ribaforada II (La Dehesa) marks the conclusion of a long process of agricultural land reorganization in the area, which will allow owners to operate on regularized and better-defined estates. Those who consider that the assigned area does not align with the file now have a one-month window to assert their rights before the competent body.
