Navarra destina 550.000 euros a ayudas para alumnado vulnerable en centros concertados

The Department of Education of the Government of Navarra has approved the guidelines for the public call for grants for students in vulnerable economic situations at subsidized educational centers and entities authorized to teach adapted curriculum programs, with a total expenditure of 550,000 euros for the 2026-2027 academic year. The decision is formalized in Resolution 614/2026, dated September 15, by the Director General of Education and Vocational Training, Gil Sevillano González, published in the Official Gazette of Navarra number 197, dated October 5, 2026, with code BDNS 911662.

The call is supported by Article 80 of Organic Law 2/2006, of May 3, on Education, which entrusts administrations with preventive and compensatory actions to guarantee the schooling of students in situations of economic vulnerability. It is developed by Foral Order 69/2023, of August 21, on educational inclusion, whose Article 27 provides for annual calls for scholarships and grants, and is issued under Foral Decree 245/2023, of November 15, on the organic structure of the Department of Education. The instructing body is the Inclusion, Equality, and Coexistence Service.

An allocation of 550,000 euros for the 2026-2027 academic year

The total amount of the subsidy amounts to 550,000 euros, charged to the item to be enabled in the 2027 budget equivalent to 420004-42700-4809-322403, titled “Grants for students of subsidized centers for immigration and cultural minorities,” subject to the existence of adequate and sufficient credit. The resolution contemplates the possibility of authorizing an additional amount in accordance with Article 31.3 of Foral Law 11/2005, of November 9, on Subsidies.

The resources will be used to overcome the obstacles that hinder the inclusion of students in situations of economic disadvantage. The ultimate recipient is the student themselves, and it is the center that carries out the expenditure based on the detected needs.

Who can apply and with what income thresholds

Subsidized centers and authorized entities with enrolled and registered students from Early Childhood, Primary, Compulsory Secondary, and Basic Vocational Training, as well as PTVA and Special Vocational Training, may apply for the grants. Beneficiary students must be registered in axis 9-SVS under one of these causes:

  • Family Income (RF): family unit with 2025 income below the first income quintile.
  • Guaranteed Income (RG): family unit receiving the Guaranteed Income.
  • Transitory responsible declaration for supervening students (DRTAS): exceptional cases that cannot be validated by income.

The 2025 IRPF taxable income thresholds set in the guidelines are:

  • 1 member: 15,676.08 euros.
  • 2 members: 19,459.92 euros.
  • 3 members: 22,162.68 euros.
  • 4 members: 23,784.36 euros.
  • 5 members: 25,406.04 euros.
  • 6 or more members: 26,487.12 euros.

Covered expenses, deadlines, and justification

Expenses incurred between July 1, 2026, and June 30, 2027, for personal equipment, books, and school supplies; school trips and complementary activities; and school canteen services will be eligible for subsidies. Computer equipment, school insurance, management platforms, and human resources such as native speakers or conversation assistants are excluded.

Applications must be submitted within 20 business days following the publication of the call in the Official Gazette of Navarra, through the general electronic registry and addressed to the Service for Inclusion, Equality, and Coexistence. Following the provisional allocation, a period of ten business days will be open for appeals. The justification of expenses must be submitted before July 30, 2027, and payment will be made in a single installment starting from September 2027. An administrative appeal may be filed with the Minister of Education within one month of the resolution.

The call reinforces the compensatory nature of the Navarrese educational system and provides subsidized schools with a stable instrument to support students with lower incomes, in a school year marked by the rise in prices of school materials, dining, and complementary activities. Its scope depends on schools correctly censoring their students and on the 2027 budget allocation being enabled with sufficient credit.
