Navarra approves the NA-4230 bypass in Arraitz for 4.86 million

The Government of Navarra has definitively approved the construction project for the bypass of the NA-4230 road as it passes through Arraitz, in the municipality of Ultzama, with a budget of 4,861,694.48 euros, excluding VAT. The decision is formalized through Foral Order 91E/2026, dated September 3, by the Counselor of Territorial Cohesion, Óscar Chivite Cornago, published in the Official Gazette of Navarra number 188, dated September 22, 2026. The order resolves the public information phase, approves the list of affected assets and rights, and responds to the allegation submitted by the Council of Arraitz-Orkin.

The file begins with the provisional approval of the route, agreed upon by Foral Order 141E/2025, dated October 18, by the Counselor of Territorial Cohesion. The project has a favorable Environmental Impact Statement, formulated through Resolution 219E/2026, dated April 12, by the Director General of the Environment. The resolution is adopted under article 52.2 of the Compulsory Expropriation Law and the powers conferred by Foral Decree 249/2023, dated November 15, as amended by Foral Decree 217/2025, dated November 5.

The technical data included in the order place the action on a road with a design speed of 70 km/h and an average daily intensity of 1,514 vehicles in 2025. The design provides for two service roads on both sides of the future bypass, between Pk 0+390 and Pk 0+640, and a single crossing at Pk 0+560, with the roundabouts at the ends approximately 500 meters apart.

The Council’s allegation, point by point

The only registered allegation, 2025/1637523, was submitted by the Council of Arraitz-Orkin and consists of five requests, with the following response:

• Reduce the diameter of the roundabouts: accepted, after analyzing the planned industrial developments in the area.
• Maintain the two existing at-grade crossings: rejected, due to the risk of accidents and the proximity of the roundabouts.
• Modify the layout of the access roads to the urban center and from roundabout B: partially accepted.
• Replace acoustic screens with vegetative barriers: rejected, as no acoustic action is considered necessary.
• Reduce the size of the accesses to private estates from roundabout A: accepted.

The order adds a sixth point: the ownership of estates UL-03, UL-10, and UL-15 is changed to the Council of Arraitz-Orkin.

Budget, publication, and appeals

• Tender budget: 4,861,694.48 euros, excluding VAT; 5,882,650.32 euros including VAT.
• Publication in the Official Gazette of Navarra, on the Department’s website, and in two of the highest-circulation newspapers in the Foral Community.
• Notification to the Ultzama City Council and the Arraitz Council, with publication on the notice board.
• Transfer to the General Directorate of Public Works and Infrastructure and the Projects and Works Service.
• Administrative appeal (recurso de alzada) before the Government of Navarra within one month; contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Navarra within two months.

Expropriations and affected owners

The annex of the order details the specific and individualized list of assets and rights affected in the municipality of Ultzama, including areas of permanent occupation, temporary occupation, easements, and impacts on telephone, sanitation, and water supply services. Among the owners are private individuals such as María Dolores Barberena Echarri, Unai Redín Barberena, Jon Ander Redín Barberena, Juan José Gubia Iriberri, José Miguel Guerendiain Ciganda, Javier Baraibar Burguete, María Josefa Burgueta Urrutia, Miguel Ángel Hernandorena Pérez, Alberto Etxenike Gubia, Manuel Oscoz Goicoechea, Joaquín Ismael Oscoz Goicoechea, Miguel Ángel Huarriz Oteiza, and Pedro Larrainzar Erviti, along with public bodies and entities:

• Ultzama City Council and the Communal Land of the Arraitz-Orkin Council.
• Ebro Hydrographic Confederation.
• Foral Community of Navarra (Roads), due to impacts on the NA-4230 and NA-4281 themselves.

The final approval clears the last administrative step prior to the execution of the bypass, an infrastructure that directly affects the residents of Arraitz-Orkin and the users of the NA-4230, and which will require the processing of expropriations for the plots included in the annex. The order also opens a one-month period to file an administrative appeal, meaning the construction schedule is subject to the eventual filing of appeals.
