Navarra expands the mandatory orientation of the 2026 PIFES subsidies

The managing director of the Navarre Employment Service-Nafar Lansare, María Esther Fernández Razquin, has signed Resolution 4806E/2026, dated August 18, which modifies the regulatory bases and the call for 2026 grants for integrated training and employment programs (PIFES) primarily aimed at unemployed persons. The regulation is published in the Official Gazette of Navarra number 169, dated August 27, 2026, on page 30697, with code BDNS 910223.

The resolution modifies Resolution 2776E/2026, dated June 2, which approved the bases and the call for these grants. The Professional Competence Development Service has decided to expand and specify the guidance and support actions that entities must provide to students during each program, with the aim of improving the services offered. The changes affect bases 3.3.d), 3.8, 16.4.1, and 19.2.g).

Mandatory and Personalized Guidance

The new wording of base 3.3.d) establishes that guidance services will be developed in accordance with chapter III of Royal Decree 438/2024, dated April 30, which develops the Common Service Portfolio of the National Employment System, and the services guaranteed in Law 3/2023, dated February 28, on Employment. The following activities must be provided mandatorily:

• Individualized diagnosis and profile development.
• Design of the individual and personalized employment itinerary.
• Monitoring of the itinerary.
• A minimum of two services different from the above, as listed in the services table.

The diagnosis, the design of the itinerary, and its monitoring must be provided individually, while the remaining services may be carried out individually or in groups. The development of the profile and the itinerary must be completed in the first month of the program, and a minimum of 8 hours of guidance per participant will be guaranteed. All actions must be registered on the Orientasare IT platform within a maximum period of 5 days after their completion.

Support and Fundable Hours

Support is defined as a mandatory, complete, continuous, and personalized process of monitoring and tutoring, aimed at reinforcing the participation of individuals in their employment itinerary and favoring their insertion. It includes individualized progress sessions, monitoring of the training contract together with the tutor, and support in the insertion processes.

The maximum fundable amount for guidance and support will depend on the duration of the technical training and the development of transversal competencies:

• If less than 100 hours: 300 hours per group.
• If equal to or greater than 100 and less than or equal to 200 hours: 360 hours per group.
• If greater than 200 hours: 450 hours per group.

At least half of the hours provided to each participant must be carried out individually. The calculation is based on groups of 15 people, with hours being reduced proportionally if the number of participants is lower.

Obligations of the entities and control

Clause 3.8 obliges each entity to designate a person as a support technician to carry out the guidance and support activities and the development of transversal competencies. Clause 16.4.1.a) requires justification of the details of the activities performed, the participating students, and the number of hours. Finally, clause 19.2.g) establishes that failure to register the guidance activities in Orientasare will result in the non-payment of the unregistered hours.

The resolution, issued by virtue of article 14 of Foral Decree 13/2024, of February 7, approving the Statutes of the Navarre Employment Service-Nafar Lansare, does not exhaust the administrative route. An appeal for reversal may be filed against it before the counselor of Social Rights, Social Economy and Employment within one month of its publication.

The modification reinforces the control and quality of the insertion itineraries for unemployed persons, and obliges the training entities to redesign their guidance and support plans to adjust to the new minimums and the registrations in Orientasare. For the beneficiaries, it represents a guarantee of individualized and continuous support throughout the program.
