Náquera outsources the cleaning of its municipal buildings through a service contract

Náquera externaliza la limpieza de sus edificios municipales mediante contrato de servicios

The Náquera City Council has announced a change in the method of providing the cleaning service for municipal buildings, which will no longer be provided through direct management and will instead be managed indirectly through a service contract. The announcement is published in the Official Gazette of the Province of Valencia number 199, corresponding to October 16, 2026, with the official reference 2026/12493.

The notice appears in section I of the gazette, within the municipal announcements section, on page 4, and consists of the communication of the municipal agreement regarding the management method of the service. This is the administrative step that precedes outsourcing: the corporation abandons the provision using its own means and transfers the execution of the service to a winning company via contract.

From direct management to service contract

The change affects the organizational formula of the service, not its content: the cleaning of municipal offices and buildings will continue to be provided, but the responsibility for its material execution will fall to a private operator. Indirect management requires defining the object of the contract, its duration, the pricing regime, and the execution conditions before opening the corresponding tender.

The published announcement does not detail the tender budget, the contract term, or the number of people currently making up the staff assigned to the service. Nor does it specify the list of included buildings, so these details must appear in the specifications when the procurement is called.

The framework of the decision

Local government legislation allows municipalities to provide services within their competence through direct management or indirect management, the latter of which is structured through the forms provided for in public sector procurement regulations. Outsourcing also requires justifying the chosen formula and subjecting the contract to the principles of publicity, competition, and equal treatment.

In the same gazette, the Náquera City Council publishes another file, 2026/12853, regarding the provisional list of persons admitted and excluded from the selection process to fill four permanent positions as Local Police officers, group C1. Both announcements coincide in the same municipal section of issue 199.

Labor and sector impact

The change in management has two foreseeable immediate effects:

  • Municipal workforce: the staff currently performing cleaning with own resources is affected by the new service delivery model, the continuity of which must be resolved in accordance with the regulations applicable at the time of subrogation.
  • Sector companies: outsourcing opens the door to the entry of a private contractor into a continuous service, which expands the local market for the cleaning of public buildings.
  • Costs and control: indirect management transfers execution to the company, but maintains the city council’s obligation to supervise quality and contract compliance.

The bulletin of October 16 includes decisions to the contrary in the same municipalities section, such as the final approval of the direct management modality for the indoor municipal swimming pool service of Tavernes de la Valldigna, with reference 2026/12476, showing the coexistence of both models in the province.

What happens from now on

With the communicated change in the form of delivery, the next milestone will be the processing of the service contract and the publication of the tender with its specifications. Until then, the service must continue to be provided under current conditions.

The outsourcing of the cleaning of municipal premises is a decision with direct effects on local employment and on the city council’s cost structure, and its development will depend on the conditions finally established in the contract: duration, price, number of hours, and the status of the assigned personnel.
