Murcia calls for elections to renew the plenums of its Chambers of Commerce

The Regional Ministry of Business, Employment and Social Economy of the Region of Murcia has called for elections to renew the governing bodies of the Official Chambers of Commerce, Industry, Services and Navigation of Murcia, Cartagena, and Lorca, with voting scheduled for November 2026. The call is published in the Official Gazette of the Region of Murcia number 206, dated September 7, 2026, via the Ministry Order with reference A-070926-4268, signed in Murcia on July 17, 2026, by the regional minister Luis Alberto Marín González.

The process is framed within Law 4/2014, of April 1, Basic Law of the Official Chambers of Commerce, Industry, Services and Navigation, and Law 12/2015, of March 30, on Chambers of the Region of Murcia, which grant the supervisory administration the authority to call elections every four years. The process was opened with Order ECM/1382/2025, of November 28 (BOE no. 291, of December 4, 2025), which declared the renewal of the plenums of the chambers across Spain open. Following the public display of the censuses and consultation with the chambers, the Ministry now proceeds with the call.

Calendar and electoral colleges

Voting will take place in all groups and categories, from 9:00 AM to 6:00 PM, at the headquarters of each chamber:

• Murcia: November 5, 2026, at the Electoral College of the headquarters, Plaza de San Bartolomé nº 3. 34 members are elected by direct suffrage among 101,853 voters.
• Lorca: November 18, 2026, at Plaza del Caño nº 3. 16 members are elected among 12,821 voters.
• Cartagena: November 19, 2026, at calle Conducto nº 5. 33 members are elected (24 elected, 8 co-opted by business organizations, and 1 via voluntary quotas).

Electoral Board and candidacies

A regional Electoral Board will be established within eight days of publication, based at the General Directorate for the Promotion of Trade, Business Innovation, and Artisanal Industries and Crafts, at calle Alejandro Séiquer nº 11, 2nd floor, Murcia. It will be composed of three representatives of the voters, two representatives of the Autonomous Community—one of whom will serve as president—and a secretary with a voice but no vote.

The deadline for submitting candidacies will be fifteen business days from the publication of the Order, before the Secretariat of each chamber. Candidacies will be on public display for two days, and objections may be submitted before 2:00 PM on the day following the close of the display. The proclamation of candidates will take place within ten days following the end of the submission period.

Mail-in voting and scrutiny

Voters who are unable to appear at the polling station may vote by mail, upon written request using the standardized forms in Annex IV, within twenty days following the publication of the Order. The documentation shall be submitted at least ten days prior to the vote, and mail-in ballots must be received before 12:00 p.m. on the day preceding the vote.

The scrutiny shall be public, and a record shall be drawn up detailing the votes cast, null votes, and blank ballots. The candidates with the highest number of votes shall be considered elected, with ties resolved by seniority in the census, higher quota, or, as a last resort, by lottery. On the third business day following the conclusion of the elections, the Electoral Board shall proclaim the elected members, and the new plenaries shall take office and elect their presidents and executive committees.

The renewal of the plenaries of the three Murcian chambers is key to the business fabric of the Region, as these bodies represent tens of thousands of companies and channel support services for trade, industry, and internationalization. The results of the November polls will determine the composition of the governing bodies that will shape Murcian chamber policy for the next four years.
