Mugardos announces an interim recruitment technician with a job bank.

The Mugardos City Council has just published the call for a selection process, by the competitive examination system and in the open turn, for the interim appointment by accumulation of tasks of a General Administration Technician position with duties in the area of procurement, as well as the creation of an associated employment pool. The initiative was approved by Mayor’s Resolution No. 2026-0903, of 5 August 2026, and is published in the Official Bulletin of the Province of A Coruña No. 152, of 12 August, as notice 2026/5228. Interested persons have 20 calendar days to submit their application.

The council justifies the call on the volume of tender procedures expected for the 2026-2027 period, classified as highly complex and with non-extendable execution deadlines, which are added to the ordinary processing and the calls for public aid, making it necessary to reinforce the area linked to the Secretariat department. The appointment, which conforms to Article 10(c) of Royal Legislative Decree 5/2015, of 30 October, approving the consolidated text of the Law of the Basic Statute of Public Employees, will have a maximum duration of nine months within an eighteen-month period.

The post and its functions

A single post is called, with the following characteristics:

  • General Administration Technician, Secretariat area, classified in group A, subgroup A2, General Administration scale, Technical subscale.
  • Full-time position, with a level 21 post allowance and a specific allowance of EUR 1,235.14 per month (figure corresponding to the July 2026 payroll).

The main functions are support to the Secretariat in legal advice on procurement, drafting and review of tender specifications, cooperation in the processing of files and in the electronic procurement platform, and monitoring and control of the status of processing and execution of the files.

Requirements and submission of applications

To participate, it is necessary, among other requirements, to have Spanish nationality or that of a Member State of the European Union or the European Economic Area, be at least 16 years old, hold a university degree (grado or licenciatura) or equivalent, and certify CELGA 4 or equivalent, or pass the Galician test provided for in the rules.

  • Applications shall be submitted to the General Registry of the City Council or through the electronic headquarters (mugardos.sedelectronica.gal), within 20 calendar days counted from the day following the publication of the call in the Official Bulletin of the Province.
  • Examination fees are EUR 20, with exemption for persons with a disability of 33% or more and for those registered as job seekers with a minimum seniority of one month.

The selection process

The competitive examination will consist of two tests. The first, theoretical-practical and eliminatory, consists of a test of 80 questions —60 theoretical and 20 practical— with three alternative answers and 10 reserve questions, with a maximum time of 100 minutes; theoretical answers score 0.80 points and practical ones 2.60, incorrect answers deduct 0.05, and it is necessary to achieve 50 points out of 100 to pass it. The second, aimed at those who do not certify CELGA 4, will be a direct and reverse translation test of texts in Spanish and Galician, graded as pass or fail.

The examining board will be composed of five full members and five substitute members. In the event of a tie, the higher score in the practical questions will break the tie and, if it persists, it will be resolved by public draw before at least two members of the board.

The employment pool, with a validity of five years

Along with the appointment resolution of the person who obtains the highest score, a job bank will be approved with a validity of five years from its publication, which will be used in descending order of score for successive appointments. Calls will be made by telephone, with a minimum of two calls on the same morning, and anyone who resigns twice in a row or does not answer the calls will move to the last position on the list.

The call represents an opportunity for those seeking public employment in the Ferrolterra region, since the competitive examination not only covers an interim post but also establishes a job bank with a validity of five years for future service needs.
