Por FactBox Admin

The Director General for Circular Economy, Energy Transition and Climate Change, Diego Viu Domínguez, has proposed granting a subsidy of 2,900.00 euros to a single company for the acquisition of an electric vehicle under the MOVES III program. The provisional resolution proposal, electronically signed on October 22, 2026, is published in BOIB no. 136, of October 24, 2026 (Sec. III, p. 58645, reference 10664), charged to funds from the Recovery, Transformation and Resilience Plan and the NextGenerationEU mechanism.
The framework call was approved by the Resolution of the Minister for Energy Transition, Productive Sectors and Democratic Memory of June 28, 2021, published in BOIB no. 88, of July 3, 2021, and subsequently modified on several occasions, including the Resolution of August 3, 2022 (BOIB no. 103, of August 6, 2022) and that of December 26, 2023 (BOIB no. 174). The aid derives from Royal Decree 266/2021, of April 13, which regulates the direct granting of aid to autonomous communities for the execution of incentive programs linked to electric mobility.
The funds come from the Ministry for the Ecological Transition and the Demographic Challenge and are processed through the Department of Enterprise, Freelancers and Energy, which distributes them among the beneficiaries in the Balearic Islands.
A single beneficiary and 2,900 euros
The proposal provides for the approval of a subsidy for a total amount of 2,900.00 euros and 1 beneficiary, and to authorize and allocate the expenditure charged to the budget item listed in the annex. The amount is a fixed value limited based on the type of beneficiary, in accordance with the provisions of Royal Decree 266/2021.
The proposed beneficiary is MIQUEL INSTALACIONES SANITARIAS Y CALEFACCIÓN, SLU, with file MOVESIII-9056/2021 (initially processed as MOVESIII-8407/2021), who submitted the application on December 18, 2024. The data in the annex are:

- File: MOVESIII-9056/2021.
- Entry registration date: December 18, 2024.

- Investment amount: 27,884.3 euros.

Technicians from the Directorate General for Circular Economy, Energy Transition and Climate Change have reported favorably that the entity can be a beneficiary due to its nature, that it has attached the documentation required in the call, and that it is up to date with its obligations to Social Security and the state and regional tax administrations.
From a denial in 2025 to the granting of the appeal
The file had a prior administrative process. On April 25, 2025, the resolution denying the subsidy to this same company was published in the BOIB. On May 5, 2026, the company filed an optional appeal for reversal against that decision, and on September 21, 2026, the resolution granting the appeal was issued.
With the granting of the appeal, the General Directorate has resumed the processing and now proposes the grant, calculated according to the call for applications resolution. The proposal reminds that any alteration of the grant conditions, as well as the concurrent obtaining of other subsidies or aid from national or international public administrations, will lead to a partial or total review of the aid and the reimbursement of the amount plus late payment interest.
Ten business days to appeal and until November 30 to justify
Against the proposal, whatever is deemed appropriate may be alleged within a maximum period of ten business days counted from the day after publication in the BOIB; otherwise, it will be understood that there is agreement with the content. Furthermore, small and medium-sized enterprises that submitted the application before January 1, 2024, and wish to avail themselves of the de minimis regime for incentive program 2 must submit standardized document 9 within the same period of ten business days.
Regarding execution and justification, investments must be carried out and accredited from the date of submission of the application up to twelve months after the publication in the BOIB of the grant resolution in the cases provided for in letters d), e) and g) of section 2.1 of the call, and from April 10, 2021, until November 30, 2026, as a general rule. Payment and justification are governed by the eleventh section of the call.
The beneficiary must also acknowledge the origin and guarantee the visibility of the Union funding, in accordance with article 9.3.d of Order HFP/1030/2021. Regarding State aid, the de minimis regime of Regulation (EU) 2023/2831 applies to natural and legal persons with economic activity, and the environmental protection exemption of Regulation (EU) 651/2014 according to the amendment of Regulation (EU) 2023/1315.
The publication closes the circuit of an aid that had been denied and now returns to the path of granting, so that the company can collect the 2,900 euros for the electric vehicle provided that it does not present objections and complies with the justification deadlines. The case is, moreover, a sample of the residual functioning of the MOVES III program in the Balearic Islands, which continues to resolve files and appeals two years after the closing of the original call.
