The Minister of Interior delegates signing authority to the Director of Human Resources of National Security

The Official Gazette (Bulletin Officiel), in issue 7536 bis published on August 21, 2026 (8 Rabi’ al-Awwal 1448), published Decision of the Minister of Interior No. 1824.26 issued on August 13, 2026 (29 Safar 1448), providing for the delegation of signature to the Director of Human Resources at the General Directorate of National Security. The decision, signed by Minister Abdelouafi Laftit, falls under the “Special Texts” section of the Official Gazette (p. 5430).

Scope of Delegation

Pursuant to the first article of the decision, the Minister delegates to Hafid Merzak, Director of Human Resources at the General Directorate of National Security, the authority to sign on his behalf all decisions and administrative measures related to the statutory statuses of persons appointed to the corps and ranks of National Security officers, including decisions and measures related to discipline. The delegation covers the following two corps:

  • The Management and Administration Corps and its constituent ranks;
  • The Police Commissioners Corps and its constituent ranks.

Exceptions to the Delegation

Excluded from this delegation are decisions related to fundamental matters in the professional career of employees, which remain reserved for the authority of the Minister of Interior himself, namely:

  • Promotion to the rank of Security Wali;
  • Promotion to the rank of General Inspector;
  • Demotion in rank;
  • Compulsory retirement;
  • Dismissal.

The decision is based on a set of regulatory texts, most notably Dahir No. 1.21.111 issued on October 11, 2021, appointing the members of the Government, and Dahir No. 1.09.213 issued on February 23, 2010, concerning the General Directorate of National Security and the statute of National Security personnel. It also relies on Decree No. 2.19.429 issued on May 24, 2019, regarding the special statute for National Security personnel, Decree No. 2.22.81 issued on March 30, 2023, concerning the delegation of authority and signature, Decree No. 2.21.897 issued on November 30, 2021, delegating the appointment authority for certain corps and ranks of National Security personnel to the Minister of the Interior, and Decree No. 2.21.824 issued on October 21, 2021, concerning the competencies of the Minister of the Interior.

Article Two of the decision stipulates its publication in the Official Gazette and the repeal of the previous decision No. 721.24 issued on March 13, 2024, regarding the delegation of signature, meaning that this new decision replaces and updates the previous delegation.

Significance of the Decision

This delegation comes within an organizational context aimed at accelerating the pace of ruling on administrative and disciplinary decisions related to National Security personnel by assigning them to the Director of Human Resources, while keeping critical and sensitive decisions—such as promotion to higher ranks, dismissal, and referral to retirement—in the hands of the Minister of the Interior. The decision reflects the continuation of the policy of delegating authority and signature within the Interior sector, as a similar decision for the Director General of National Security No. 1793.26 regarding the delegation of signature was issued in the same issue, in addition to a series of decisions delegating signature and approval of contracts issued by the Minister Delegate to the Minister of Economy and Finance in charge of the Budget.
