The Official Gazette corrects errors in the decisions regarding signature delegation and the approval of contracts

The Moroccan Official Gazette, in its issue 7536-bis published on August 21, 2026 (8 Rabi’ al-Awwal 1448), published a series of corrigenda for errors that occurred in issue 7534 dated 29 Safar 1448 (August 13, 2026), covering pages 5240, 5241, 5242, 5243, 5244, and 5246. The corrections relate to decisions on the delegation of signature and the approval of contracts issued by the Minister Delegate to the Minister of Economy and Finance in charge of the Budget, concerning the names of the delegates and their territorial jurisdictions.

These corrigenda appear in the “Special Texts” section under the title “Delegation of Signature and Approval of Contracts,” and they correct three decisions all issued on 21 Safar 1448 (August 5, 2026), namely Decision No. 1767.26, Decision No. 1768.26, and Decision No. 1772.26. These corrections are of particular importance as they affect the identity of the persons authorized to sign on behalf of the Ministry, which could have legal implications regarding the validity of the concluded contracts.

Corrections to Decision No. 1767.26

The first corrigendum relates to Decision No. 1767.26 (pages 5240, 5241, and 5242), correcting the names of the delegates and their territorial jurisdictions, as the previously published texts contained incorrect names. The most prominent corrections include:

• Mustapha Mari, Director in Btata (instead of “Mustapha Mari”).
• Samih Al-Zamari in Smara.
• Khafify Faraji, Head in Smara (instead of “Hafifi Faraji”).
• Abdelmalek Abou El-Najah, Director in Al Haouz (instead of “Abdelmalek Ou El-Najah”).
• Nabil Naji, Head in Rehamna (instead of “Bil Naji”).
• Ossman Bendawoud, Director in Khemisset (instead of “Issam Bendawoud”).
• Yassine Enouini, Director in Fez (instead of “Yassen Enouini”).
• Karima Shiboub, Head in Guercif.

The decision also corrected the names of provincial governors and walis, including Hicham El Madghari (Governor of Khouribga Province), Abdallah Jahid (Governor of Ouarzazate Province), Maouali Ismail Haikal (Governor of Tinghir Province), Abdessalam Bakrat (Wali of Laayoune-Sakia El Hamra Region and Governor of Laayoune Province), Mustapha El Maaza (Governor of Al Haouz Province), Hamid Achnouri (Governor of Berkane Province), Abdessalam El Hattach (Governor of Guercif Province), and Mohamed Ez-Zahr (Governor of Inezgane-Ait Melloul Prefecture).

Corrections to Decisions No. 1768.26 and 1772.26

The second addendum relates to Decision No. 1768.26 (pages 5243 and 5244), and corrects the names of the Regional Directors of Agriculture, including Fran Hassan (Regional Director of Agriculture for Guelmim-Oued Noun Region), El Omari Abderrahmane (Regional Director of Agriculture for Laayoune-Sakia El Hamra Region), and Yaaloui Khalid (Regional Director of Agriculture for Dakhla-Oued Ed-dahab Region).

As for the third addendum, it concerns Decision No. 1772.26 (page 5246), and corrects the capacity and territorial jurisdiction of the delegates, including Yaaloui Khalid (Regional Director of Agriculture for Dakhla-Oued Ed-dahab Region), Fran Hassan (Regional Director of Agriculture for Guelmim-Oued Noun Region), and El Omari Abderrahmane (Regional Director of Agriculture for Laayoune-Sakia El Hamra Region).

Importance of the Addenda

These corrections hold significant legal and administrative importance, as the delegation of signature and the approval of contracts precisely define the persons legally authorized to sign on behalf of the Ministry. Any error in their names or territorial jurisdictions could lead to challenges regarding the validity of the concluded contracts. Therefore, the correct text published in Issue 7536-bis is the approved reference for those relying on the texts previously published in Issue 7534, and any errors contained in the first publication are hereby superseded.
