Delegation of signing authority regarding National Security personnel affairs by a new decree

Director General of National Security Abdellatif Hammouchi issued Decision No. 1793.26 on 26 Muharram 1448 (July 12, 2026), providing for the delegation of signature and endorsement of documents and decisions related to the management of National Security personnel affairs. The decision was published in the Official Gazette (Bulletin Officiel) No. 7536 bis dated August 21, 2026 (8 Rabi’ al-Awwal 1448), within the special texts section, on page 5431.

Scope of Delegation

The decision delegates to Hafid Merzak, Wali of Security and Director of Human Resources at the General Directorate of National Security, the authority to sign or endorse on behalf of the Director General the documents and decisions related to the management of personnel affiliated with the General Directorate of National Security. The delegation specifically includes:

• Disciplinary matters for personnel;
• Signing petitions and memoranda submitted to the judiciary.

Legal Basis

The decision was based on a set of regulatory texts governing the General Directorate of National Security and its personnel, including:

• Dahir No. 1.09.213 issued on 8 Rabi’ al-Awwal 1431 (February 23, 2010) concerning the General Directorate of National Security and the statute of National Security personnel, particularly the second paragraph of Article 28 thereof;
• Decree No. 2.22.81 issued on 8 Ramadan 1444 (March 30, 2023) regarding the delegation of authority and signature;
• Decree No. 2.10.84 issued on 21 Rabi’ al-Thani 1431 (April 7, 2010) defining the competencies of the central directorates of the General Directorate of National Security;
• Decree No. 2.19.429 issued on 18 Ramadan 1440 (May 24, 2019) regarding the special statute for National Security personnel.

Repeal of the Previous Decision

Article Two of the decision stipulated its publication in the Official Gazette and the repeal of Decision No. 372.24 issued on 21 Rajab 1445 (February 2, 2024) regarding the delegation of signature. The decision was drawn up in Rabat on 26 Muharram 1448 (July 12, 2026), and signed in the name of Abdellatif Hammouchi.

Significance of the News

This decision represents an update to the signature delegation mechanism for human resources management within the National Security apparatus. It grants the Director of Human Resources broad authority in managing personnel affairs, including disciplinary and judicial aspects, while keeping major strategic decisions in the hands of the Director General. The repeal of the previous decision No. 372.24 comes within the framework of keeping pace with the organizational developments of the General Directorate of National Security.
