Moravske Toplice Excludes State Scholarships From Municipal Scholarship Beneficiaries

The Občinski svet Občine Moravske Toplice has excluded state scholarships from the beneficiaries of the municipality’s own scholarship scheme. The amendment to the Pravilnik o štipendiranju v Občini Moravske Toplice was adopted at the council’s 28th regular session on 13 October 2026 and published in the Uradni list Republike Slovenije št. 1677/2026 of 16 October 2026, under official reference 2026-01-2337.

A single indent added to Article 4

The operative text of the amendment is one sentence long. Under Article 1 of the new Pravilnik o spremembah in dopolnitvah Pravilnika o štipendiranju v Občini Moravske Toplice, Article 4 of the existing rulebook is supplemented so that the first paragraph, at the end of its sixth indent, gains the wording: “razen državnih štipendij, ki se izvzamejo” — except state scholarships, which are excluded.

The rulebook being amended is the Pravilnik o štipendiranju v Občini Moravske Toplice, originally published in the Uradni list RS št. 91/11. The gazette publishes only the amending act, not a consolidated version, so the full list of categories in Article 4(1) is not reproduced in this issue.

Legal basis and entry into force

The council acted under Article 5 of the Zakon o štipendiranju and Article 19 of the Statut Občine Moravske Toplice (Uradni list RS št. 1/25, 30/25). The citation of the national scholarship act lists all of its successive amendments:

  • Uradni list RS št. 56/13 (original act)
  • 99/13 – ZUPJS-C
  • 8/16
  • 61/17 – ZUPŠ
  • 31/18
  • 54/22 – ZUPŠ-1
  • 122/23
  • 100/25 – ZUPŠ-2
  • 1507/26

Under Article 2 of the amending rulebook, the changes enter into force on the day after publication in the Uradni list Republike Slovenije, that is, 17 October 2026. The act carries the file number 110-0011/2011-4, is dated Moravske Toplice, 13 October 2026, and is signed by the mayor, Alojz Glavač. Its EDA identifier is 2026-5883164000-0020.

National backdrop: the ZŠtip-1D amendment

The last item in that chain of amendments, Uradni list RS št. 1507/26, is the Zakon o spremembah Zakona o štipendiranju (ZŠtip-1D), published on 26 September 2026 as document 2026-01-2167. Adopted by the Državni zbor on 18 September 2026 and promulgated by President Nataša Pirc Musar under order no. 003-02-1/2026-193, it rewrote Article 24(1) of the national act, deleting references to scholarships “co-financed from public funds” and removing two indents altogether.

That national reform concerns Zoisove štipendije, the state’s merit scholarships, and set a 15-day deadline for aligning the implementing rulebooks on Zois scholarships. It also laid down transitional rules for pending administrative and court procedures, including applications for the 2026/2027 school and study year. The Moravske Toplice amendment cites the national act as amended through that same issue, placing the municipal change within the wider reworking of Slovenia’s scholarship framework.

What the exclusion means locally

By carving state scholarships out of the sixth indent of Article 4(1), the municipality separates the national scholarship stream from the categories it recognises when assessing applications for its own scholarships. Students and pupils who hold a state scholarship will therefore be assessed under the municipal rulebook without that state support being counted within the excluded category.

The change took effect before the current school and study year had advanced far, and it applies from the day after publication, with no transitional period written into the amending act. Families in the municipality who combine a state scholarship with a municipal one should check their position against the consolidated text of the rulebook held by the municipal administration.
