Moravske Toplice carves state scholarships out of municipal scholarship eligibility rule
Por FactBox Admin

The Občinski svet Občine Moravske Toplice has amended the municipality’s scholarship rulebook so that state scholarships are excluded from the conditions attached to local awards, removing them as an obstacle for students who receive both kinds of support. The change was adopted at the council’s 28th regular session on 13 October 2026 and published on 16 October 2026 in the Uradni list Republike Slovenije no. 1677/2026 as the Pravilnik o spremembah in dopolnitvah Pravilnika o štipendiranju v Občini Moravske Toplice (official reference EDA 2026-5883164000-0020).
The instrument is a two-article amendment to the Pravilnik o štipendiranju v Občini Moravske Toplice originally published in the Uradni list RS no. 91/11, a rulebook that has governed municipal scholarships in the Prekmurje municipality since 2011. Its operative provision touches a single point of the eligibility architecture: the sixth indent of the first paragraph of Article 4, which lists the conditions a candidate must satisfy. The council did not rewrite that indent; it appended a carve-out to its end.
What the amendment actually changes
Article 1 of the amendment adds the following wording at the end of the sixth indent of Article 4(1): “razen državnih šipendij, ki se izvzamejo” — that is, state scholarships are excluded from the condition set out in that indent. The practical consequences are narrow but concrete:
- State scholarships no longer count against a candidate under the sixth indent of Article 4(1).
- A student who holds a state scholarship is therefore not disqualified on that ground from the municipal scheme.
- The rest of Article 4, and the remainder of the 2011 rulebook, remain untouched by this amendment.
- No new amounts, deadlines or award categories are created by the instrument.
The amendment carries the act number 110-0011/2011-4, is dated Moravske Toplice, 13 October 2026, and was signed by the municipality’s mayor, Alojz Glavač.
Legal basis and entry into force
The council acted under Article 5 of the Zakon o štipendiranju (published in the Uradni list RS no. 56/13 and subsequently amended on several occasions, most recently through the ZUPŠ-2 series) and under Article 19 of the Statut Občine Moravske Toplice (Uradni list RS no. 1/25 and 30/25). Article 2 of the amendment sets a standard commencement rule: the changes take effect on the day following publication in the Uradni list Republike Slovenije, which places entry into force on 17 October 2026.
The published text occupies a single page of the official gazette, issue 1677/2026 of 16 October 2026, ISSN 1580-3074, year XXXVI, issued by the Služba Vlade Republike Slovenije za zakonodajo.
A recurring adjustment in municipal schemes
Moravske Toplice is not alone in revisiting how state support interacts with local awards. In the same gazette series, the Občinski svet Občine Trebnje adopted on 1 July 2026 a comparable amendment to its own scholarship rulebook, published in the Uradni list RS no. 1259/2026 of 23 July 2026, which rewrote the equivalent condition to read that candidates must not receive another scholarship in the Republic of Slovenia “except a state scholarship”. The Trebnje instrument also added a new item of evidence on competition results and reworked the scoring of gifted pupils and students.
Read together, the two instruments show municipalities aligning local eligibility tests with the state scholarship system rather than treating it as a competing source of support. For Moravske Toplice the technique differs — an appended exclusion rather than a rewritten indent — but the direction is the same.
Why it matters
For households in the municipality the change settles a stacking question that previously sat inside an eligibility condition: a state scholarship is now expressly outside the calculation, so a local award is no longer at risk on that basis. Because the amendment entered into force the day after publication, it applies to the current academic year’s procedures rather than to a future cycle, and candidates preparing files for the municipal scheme should read Article 4(1) as amended rather than the 2011 text alone.
