Moraleja announces a competitive examination for a permanent position as Labor Architect

The Moraleja City Council has announced a vacancy for an Architect as permanent contractual staff, vacant in its workforce, through a competitive examination system (concurso-oposición) via open access. The decision, adopted by resolution of the mayor-president Julio César Herrero Campo dated August 10, 2026, is published in the Official Gazette of the Province of Cáceres on Wednesday, August 19, 2026 (number 0158), with official reference BOP-2026-3934.

The position, classified under Group A, Subgroup A1, corresponds to the 2023 Public Employment Offer and will be filled permanently as permanent contractual staff. Requirements and Qualifications

To participate, it is necessary to meet the general requirements for access to public employment and hold a university degree in Architecture or the corresponding Degree, in accordance with Article 76 of Royal Legislative Decree 5/2015, of October 30, of the Basic Statute of Public Employees. Degrees obtained abroad must be accredited by a homologation credential or a certificate of equivalence.

  • Spanish nationality or nationality of a Member State of the European Union, or spouse and descendants under the provided terms.
  • Functional capacity for the performance of tasks and a minimum age of 16 years.
  • Not having been separated from or being disqualified from access to public employment.

Examination Fees and Bonuses

Examination fees amount to 18.00 euros, according to the Tax Ordinance, and are paid at the City Council Treasury or via transfer to the bank account owned by the council. The proof of payment must accompany the application within the submission period.

  • Total exemption from payment for persons with a disability of 33% or higher, upon accreditation.
  • A 50% bonus for those registered as unemployed for at least one month prior to the publication of the call, with a certificate from the SEXPE and employment history.
  • Persons with disabilities may request adaptations of time and means for the tests.

Selection Process and Tribunal

The procedure combines an examination phase (oposición), which accounts for 60% of the total score (6 points), and a merit phase (concurso), with the remaining 40% (4 points). The examination includes a multiple-choice questionnaire and the resolution of practical cases, while the merit phase evaluates training, qualifications, and services rendered.

The qualifying tribunal will be composed of officials appointed by the Mayor’s Office, one representative from the Junta de Extremadura, and another from the Provincial Council of Cáceres, with a secretary who shall have a voice and a vote. The process may not exceed 12 months in duration, and calls for subsequent exercises will be announced at least 24 hours in advance.

Job bank and appeals

A temporary job bank for substitutions will be created with the remaining applicants who pass the process, with calls made in order of score and via a rotating system. Against the rules, which exhaust the administrative route, a motion for reconsideration may be filed with the Mayor’s Office within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Cáceres within two months.
