Moraleja announces four administrative positions for internal promotion

The Mayor’s Office-Presidency of the Moraleja City Council has issued, dated September 1, 2026, a resolution convening selective tests to fill four positions for General Administration Administrative Staff through a competitive examination for internal promotion, aimed at the civil service personnel of the council itself. The call and its regulatory bases are published in the Official Gazette of the Province of Cáceres number 172, of September 9, 2026, with reference CVE BOP-2026-4216 (page 20764), signed by the mayor-president, Julio César Herrero Campo.
The positions belong to the General Administration Scale, Administrative Subscale, Group C, Subgroup C1, of the civil service staff of the Moraleja City Council (Cáceres). The process is part of the 2026 Public Employment Offer, approved by Mayor’s Resolution of March 23 and published in the Official Gazette of Extremadura on April 6, 2026 (no. 64), and expanded by Resolution of June 2, 2026 (DOE no. 114, of June 16). The call complies with the Recast Text of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015) and Law 13/2015, of April 8, on the Public Service of Extremadura.
Requirements and submission of applications
Career civil servants of the Moraleja City Council who belong to Group C2 and prove a minimum seniority of two years in the body or scale from which they are accessing may participate, in accordance with article 18.2 of the Basic Statute of the Public Employee.
- Applications (Annex I) shall be submitted to the General Registry of the City Council or at the locations provided for in article 16.4 of Law 39/2025, within a period of 20 business days from the day following the publication of the announcement in the Official State Gazette.
- A copy of the DNI or NIE, academic qualifications, documentation of educational and professional merits, and proof of payment of the examination fee must be attached.
- The call and the bases will also be published on the electronic headquarters https://moraleja.sedelectronica.es, on the website www.moraleja.es, and on the Notice Board.
Examination fee and admission
Examination fees amount to 18.00 euros, payable at the municipal Treasury or to the account ES0500490344972690011532, indicating “Examination Fees” and the applicant’s details. Persons with a disability equal to or greater than 33 percent are exempt from payment, upon accreditation by a certificate from the competent body.
Once the application period has expired, the Mayor’s Office-Presidency shall issue, within a maximum of two months, the provisional list of admitted and excluded candidates, which will be published in the BOP of Cáceres and on the electronic headquarters. Applicants will have 10 business days to correct defects or file claims, after which the list will be made final and the location, date, and time of the competitive examination phase will be set.
Tribunal and process development
The Qualifying Tribunal, classified in category 2 of Annex IV of Royal Decree 462/2002, shall be composed of an odd number of members, not fewer than five, all of whom must be career civil servants or permanent contractual staff with a qualification equal to or higher than that required, with a tendency toward parity between men and women. Its composition shall be:
- Presidency: one public employee with a qualification equal to or higher than that required.
- Members: three public employees with an identical level of qualification.
- Secretariat: one public employee with voice and vote.
The process guarantees equal treatment between men and women in access to employment, in accordance with Article 14 of the Spanish Constitution, Organic Law 3/2007, and applicable European regulations, and provides adaptations for applicants with disabilities.
The call for applications represents a real career opportunity for the civil service personnel of the Moraleja City Council, who may be promoted from Group C2 to C1 without leaving the council itself.
