Por FactBox Admin

The Montilla City Council has initially approved the modification of five tax ordinances that will govern the 2027 fiscal year, an agreement adopted by the Plenary in an extraordinary session on October 21, 2026, and published in the Official Gazette of the Province of Córdoba No. 209, dated October 28, 2026 (reference BOP-A-2026-3605). The texts will be open for public inspection for 30 days for the submission of claims. If none are filed, the plenary agreements will be considered final.
The file, processed under number 2026/14043, corresponds to the heading “Approval and Modification of Tax Ordinances for the 2027 fiscal year.” The edict was signed in Montilla on October 22, 2026, by the mayor, Rafael Ángel Llamas Salas, and is based on Article 17 of the Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries.
This review comes after the final approval of the 2026 tax ordinances, which affected the taxes and fees in articles 4, 16, and 24 and was published in BOP No. 179, dated September 16, 2026, after no claims were registered during the public exhibition process.
Five regulations under review
The initially approved plenary agreements affect the following ordinances:
- Ordinance No. 1, general for the management, inspection, and collection of public law revenues of the Montilla City Council.
- Ordinance No. 14, regulating the establishment of the fee for the collection, transport, and treatment of waste.
- Tax Ordinance No. 15, regulating the fee for the removal of dogs from public roads and stay in the municipal kennel or designated locations.
- Tax Ordinance No. 9, regulating the fee for the granting of urban planning licenses or the control of responsible declarations.
- Tax Ordinance No. 17, regulating the establishment of fees for the use of the assets and facilities of the municipal food market.
Allegations and effects of silence
The period to examine the file and submit claims is 30 days starting from the day following the publication of the edict, that is, from October 29, 2026, which places the closing of the process on November 27, 2026. The full text of the modified ordinances is available to interested parties on the Edicts Board of the municipal electronic headquarters, www.montilla.es.
The absence of claims during the public exhibition period automatically makes the agreements final, in accordance with the aforementioned Article 17 of the Law regulating Local Treasuries, without the need for a new plenary pronouncement.
Public prices as well
In the same extraordinary session on October 21, the Plenary initially approved the modification of three ordinances regulating public prices for 2027, according to edict BOP-A-2026-3607, published on the same page and date of the provincial bulletin. In this case, the following ordinances are submitted for public information:
- Ordinance No. 30, regarding public prices for services, programs, and sports activities and municipal sports facilities.
- Ordinance No. 34, regarding public prices for the use of facilities and for cultural, festive, tourist, and leisure activities.
- Ordinance No. 36, regulating the price for the sale of tourist and cultural material.
These three regulations are governed by Article 49 of Law 7/1985, of April 2, regulating the Bases of Local Regime, and likewise have 30 days of public exhibition and the possibility of claims or suggestions before the Plenary.
Impact for taxpayers
The revision affects daily payments for all residents—the waste tax and municipal collection management—and specific sectors such as construction, through urban planning licenses, and the food market trade. The publication in the BOP opens the only formal window for individuals, companies, and associations to discuss the rates before they are applied in 2027.
