Montemayor approves the regulation of municipal honors and distinctions

The Montemayor City Council has finalized the Regulations for Honors and Distinctions, initially approved by Plenary Agreement in the session held on June 3, 2026. As no claims were filed during the public exhibition period, the initial plenary agreement is automatically elevated to final status, and its full text is published in the Official Gazette of the Province of Córdoba number 161, dated August 20, 2026 (reference BOP-A-2026-2844).

The regulation, signed by Mayor Antonio García López on August 10, 2026, consists of 17 articles and one final provision, and will enter into force fifteen days after its publication, in accordance with articles 65.2 and 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime.

A framework for municipal recognitions

The purpose of the regulation is to regulate the honorary distinctions and appointments intended to reward the merits, qualities, and singular circumstances of the awardees, whether natural or legal persons. All distinctions are exclusively honorary in nature and do not grant any administrative or economic rights, nor may they be granted to those who perform functions or hold positions in the Administration in a subordinate relationship with the Corporation.

The text outlines four main figures of recognition:

• The Medal of the Town of Montemayor, which rewards merits, significant benefits, or extraordinary services.
• The appointment of Favorite Son/Daughter (Hijo Predilecto), for persons born in Montemayor.
• The appointment of Adopted Son/Daughter (Hijo Adoptivo), for persons not born in the municipality.
• The title of Official Chronicler of Montemayor, which is honorary and lifelong.

The figure of the Official Chronicler

The appointment of Official Chronicler shall fall upon natural persons distinguished in the study, research, and dissemination of topics related to Montemayor, and may simultaneously fall upon several persons at the discretion of the Plenary. The title is honorary, carries no financial remuneration, and is lifelong, although it may cease by own decision or, in case of breach of obligations, by agreement of the Plenary following a confidential report from the Mayor’s Office-Presidency.

Among their obligations are issuing opinions and answering inquiries regarding the history of the municipality and reporting on entrusted official tasks. As rights, the Official Chronicler may:

• Receive a certificate of appointment and a card featuring the coat of arms of Montemayor.
• Obtain compensation for expenses related to exceptional studies or research.
• Receive publications edited by the City Council free of charge.
• Access the funds of the Municipal Archive and use its technical means.

Procedure and other distinctions

Honors shall be granted following a file initiated by Decree of the Mayor’s Office, either by its own initiative, at the request of one-third of the members of the Corporation, or upon a reasoned petition from a person, entity, or association. The file must include a memorandum of merits, a report from the Area Information Commission, and a plenary agreement for granting; the conferral shall take place in a solemn act with the attendance of the Corporation.

The Plenary may additionally designate a public road, urban complex, or municipal facility with the name of a person linked to the city. Holders of the medal shall be considered honorary members of the Corporation, without the power to intervene in the government and administration of the City Council, and may wear the distinction at public events.

Relevance for the municipality

With this regulation, Montemayor provides a stable and transparent legal framework for its honorary recognitions, ensuring that distinctions are granted through a regulated procedure and are exclusively symbolic in nature. The entry into force of the regulation lays the groundwork for future tributes to residents, entities, and personalities linked to the locality.
