Por FactBox Admin

The Montclar City Council has approved the call for grants under a competitive bidding process for the implementation of energy-saving measures for the 2026 annual budget. The call is endowed with a maximum of 10,000 euros and provides aid of up to 1,000 euros per dwelling. The text is published in the Official Gazette of the Province of Barcelona (BOPB) on November 4, 2026, with the official reference CVE 202610161332, and the deadline for submitting applications runs from the date of publication until December 31, 2026, both inclusive.
The call was approved by Mayoral Decree of October 28, 2026, signed by the mayor, Raquel Sala Prat, and is accompanied by the specific annexed regulatory bases. The objective is to incentivize individuals to carry out works in their homes that reduce energy consumption and promote the use of sustainable energies, with the stated goal of decreasing CO₂ emissions into the atmosphere. The applicable legal regime is Law 38/2003, of November 17, General Law on Subsidies and its implementing regulation (Royal Decree 887/2006), as well as the General Subsidy Ordinance of Montclar, approved by the Municipal Plenary on April 13, 2022.
What is subsidized and in what amount
There are four subsidizable actions, according to the bases:
- Insulation of facades and ceilings.
- Installation of solar and/or photovoltaic panels.
- Aerothermal and geothermal installations.
- Replacement of heating oil boilers with biomass.
The maximum total amount of the call is 10,000 euros, charged to budget allocation 1610/48000. 50% of the cost of the work or installation is subsidized, with a cap of 1,000 euros per application and dwelling, referring to each dwelling that possesses a certificate of occupancy. The granting is done in strict order of arrival of the application, according to the entry registration date, until the budget allocation is exhausted.
Requirements and submission of applications
Natural or legal persons who meet these conditions may be beneficiaries:
- Be owners or tenants of a primary residence in the municipality and have carried out subsidizable actions between the years 2020 and 2026.
- Have requested and obtained the municipal building permit when required by urban planning regulations.
- Be up to date with tax obligations to the City Council and other administrations.
- Not be affected by any of the prohibitions in Article 13 of the General Law on Subsidies.
The forms are specific to this call and are available on the municipal website and at the public service office. Documentation must be submitted to the City Council Registry or through any of the channels listed in Article 16 of Law 39/2015 and includes the signed application form, DNI or NIF, invoice or budget, bank direct debit form, declaration of incompatibilities, declaration of other subsidies, and the building permit or its application. Only one application per dwelling is permitted and, if the documentation is incorrect or incomplete, correction is required within ten business days, with a warning of withdrawal.
Resolution, payment and justification
The processing of the procedure corresponds to the Secretariat Department; the Mayor’s Office validates the documentation and grants up to a maximum of 10,000 euros, and the resolution corresponds to the Municipal Plenary, with a prior favorable report from the municipal engineer. The maximum term to grant the subsidies is three months from the day after the last day of submission, and notification must be made within a maximum of ten days from approval; the lack of resolution within the deadline has the effect of dismissal.
Beneficiaries must expressly accept the subsidy within ten days, and the justification can be submitted until December 31, 2027, with paid invoices and a final technical certificate of the installation. Payment is made in a single installment by transfer, within a maximum of three months from the submission of the supporting documents. Families with incomes below the minimum income may request an advance to pay the invoice, provided there is a prior favorable social report. The grants are compatible with other public or private subsidies, but the sum cannot exceed the total cost of the work.
The Municipal Plenary must ratify the decree, and the call is also published on the electronic office, the Transparency Portal, and the National Subsidy Database, with an extract in the DOGC. An appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months.
